Position Location: Hebron, Palestine

Supervisory Control and Data Acquisition (SCADA) / Geographic Information Specialist (GIS) – USAID Non-Revenue Water Management Project (NRWMP)

The USAID NRWMP, implemented by Tetra Tech International Development (International Development Jobs - Tetra Tech) in the West Bank is currently accepting expressions of interest from qualified candidates for a SCADA/GIS Specialist.  This position will be located in the main office in Hebron.

The purpose of this activity is to improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends. The SCADA/GIS Specialist will report to the Engineering Advisor and will have the primary responsibility of developing, implementing, and transferring capacity for the SCADA systems in the targeted three utilities. This is a full-time position based in Hebron with frequent travel to Dura and Halhul.

Responsibilities:

* Update and validate the GIS mapping for each utility with the water utility technicians, evaluate existing system data collection points, and identify required SCADA points to support operationalization of the planned monitoring plans

* Consult the water utility staff and review existing systems and the constraints to operationalizing them, to propose SCADA systems that include user-friendly adaptability and level of fit-for-purpose.

* Define the key operational parameters and SCADA points required to effectively monitor and react to system needs.

* Develop SCADA systems, including the framework for the monitoring and control system that focuses on reservoir levels, pressure planning for the networks, and centralized control for improved operations

* Advise NRW Specialist to develop and implement district metering areas (DMAs) to evaluate NRW losses.

* Advise NRW Specialist to develop a schedule for phased pressure testing by district after implementing the DMAs.

* In coordination with the Smart Water Technology Specialist, make recommendations for smart water technologies, including commodities, to improve NRW.

* Review hydraulic models of the three systems, considering climate change scenarios and the seasonal demands for water based on rainfall changes and domestic storage practices.

* Work with the Commercial Specialist and Digitization Specialist to integrate customer account data into the GIS system. 

* Support the NRW Specialist to implement the NRW baseline and endline audit with the utilities, with support from other technical specialists.

* Draft sections of the operations manuals for the utility operations.

* Create GIS overlays for the water networks for access constraint layer to identify areas where permits are required and operational movements are limited for Palestinians.

* Create GIS overlays for the water networks for socio-economic data to present to the service delivery improvement committees for prioritization of infrastructure improvement recommendations.

* Integrate capacity building efforts for the utilities into implementation of all aspects of programming, utilizing a co-design and co-implementation methodology.

* Facilitate trainings for water utility staff on operationalization and monitoring of SCADA systems.

* Mentor students from a local university as an advisor, incorporating operational research to improve systems operations.

Qualifications:

* Bachelor’s degree or higher in engineering, GIS, or other related disciplines.

* Must have at least seven (7) years of professional experience working on data systems projects in developing countries.

* Experience with water management SCADA monitoring and control systems.

* Must have demonstrated knowledge of water utilities in the West Bank.

* A demonstrated track record of progressively responsible experience providing leadership to donor projects with similar complexity.

* Proven leadership, organizational, and writing skills.

* Professional fluency in Arabic and proficiency in English is required.
