Scholarship Project Manager and Researcher
Marking its thirteenth year of operation, Al-Quds Bard College for Arts and Sciences (AQB) is an innovative program introducing a liberal arts undergraduate education to the West Bank, with an enrollment of approximately 310 undergraduate and graduate students in 2020-2021. The undergraduate program at AQB is rigorous, culminating in a two-semester independent senior project, which is generally a demanding research paper of 45 pages or more. The Master of Arts in Teaching (MAT) program requires an equal amount of advanced study in the elected academic discipline (Mathematics, Biology, English, History, or Sciences), and in key education courses that challenge teachers to apply the results of research and pedagogical analysis to the actual work of teaching.
About Qatar Scholarship - EAA / Al-Quds Bard Scholarship Project
Al-Quds Bard College is proud to partner with the Education Above All Foundation (EAA) in Qatar to offer AQB students an exciting and generous scholarship opportunity to provide marginalized Palestinian youth and in-service teachers, refugees and students from historically underserved communities with inclusive and equitable access to high-quality US-accredited and Palestinian-accredited undergraduate and graduate education. As a shared priority with the Foundation, civic engagement and Qatar Connection are intrinsic aspects of the EAA-AQB Scholarship program. All scholarship recipients are required to complete a mandatory number of civic engagement hours, as well as participate in Qatar Connection activities, each semester.
The majority of funding for this position is through the generosity of Education Above All Foundation, in partnership with Al-Quds Bard College.
Job Purpose
As the Project Manager, this position is responsible for all aspects of on-site project implementation. This position is responsible for the timely drafting of required reports for the project, and the subsequent submission for internal review by the relevant stakeholders. This position maintains contact with EAA, consistent with the reporting timetable, and in line with the College’s structure and practices. The position leads the project’s activities and acts as the on-site Project Manager, including being the point person for unresolved problems that participating students may face. Additionally, the position sets the framework for the monitoring and evaluation (M&E) activities for the project. The position also requires conducting scholarly education research to document the impact of the MAT program on the Palestinian education system, including drafting and presenting two short publications per year, or their equivalent, at relevant international conferences.
The position oversees the work and outcomes of the Communication and Qatar Connection officer, as well as the M&E Fellow who carries out education research, data collection and analysis. The project manager prepares results for reporting, presentation, and publications. In the course of their research and analysis duties, the staff member consults very closely with the Director of the MAT and the Center for Teaching and Learning. S/he will collaborate with experts across the Bard international network and is expected to conduct research to remain up-to-date on current methods and practices.
Main Responsibilities
This position is full-time, and responsibilities will include:
- Overall management of the EAA-AQB scholarship project, including the overall quality of delivery of services to participants civic engagement opportunities, participation in Qatar Connection, potential interventions, and working closely with finance and administration on the required internal processes in support of the program.
- Overall responsibility for design and implementation of the monitoring and evaluation of the Qatar-EAA Scholarship Program, including assessment and documentation of the educational achievements of scholarship recipients, effectiveness of program delivery, and other program elements. This includes the completion of the relevant M&E template on a quarterly, ad-hoc communication with EAA and requests for information from EAA, as required.
- Educational research as described above and teaching up to one course per semester or its equivalent in research project advising in the MAT Program.
- The project manager will train and supervise the new Communications and Qatar Scholarship Officer and a new Monitoring and Evaluation Fellow, and has overall responsibility for project implementation, as well as working towards achieving project targets
- The project manager coordinates with the relevant staff and submits required draft narrative and M&E reports to the Bard Program Management office in Annandale, New York, for review well ahead of the outlined deadlines in the agreement.
- The project manager reports to the Dean of Al-Quds Bard College, with dotted line reporting responsibilities to the director of the MAT program and to the AQB Assistant Vice President for Finance and Administration (AVPFA). The Project Manager works very closely with the Bard Program Management office based in Annandale, New York, on the overall management of the Scholarship program, communication of information to external parties and formal reporting to the EAA Foundation.
About the MAT Program:
Due to the nature of the Master of Arts in Teaching (MAT) program and its unique impact of systemic reform on the Palestinian education system, this position demands a professional with a peculiar set of experiences. The qualifications include extensive experience in education research, monitoring and evaluation of development programs and some project management experience. It is required that this position has a doctoral degree and research interests in education reform, with the ability to set a robust M&E framework. This experienced and mature staff member will be responsible for the overall implementation of the EAA/AQB Scholarship program.
AQB looks to fill the position immediately. Under ordinary circumstances, this full-time position at AQB is required to be on campus for five days per week. This will be our expectation if campus returns to normal operations. In the event of continued full or partial closures of our physical campus, employees will be expected to continue all of their duties in an on-line format.

Required Qualifications:
- Doctoral degree in relevant field
- Education researcher
- Demonstrated successful project management and implementation experience in education projects (3 to 5 years is preferred).
- Advanced experience with monitoring and evaluation, preferably in education
- Ability to manage complex workload and meet deadlines
- Good analytical skills and capacity to present data in a clear and concise manner
- Enthusiasm for the mission of the College to provide high-quality liberal arts education to students from underserved and marginalized communities.
- Professional level using MS Office Suite
- Advanced communication and interpersonal skills.
- Fluent written and spoken English and Arabic.
