JOB SUMMARY
The Security & Access Specialist will be responsible for ensuring the maximum safety and security of MedGlobal activity. Under the responsibility of the country representative, he will supervise and lead all activities linked to the security and safety of staff, facilities, and assets while overseeing access and coordination for Emergency Medical Teams (EMTs) entering Gaza. The specialist will closely monitor the security environment, provide regular updates to management, coordinate safe movement of personnel, and engage with local and international authorities to facilitate humanitarian access. The role requires strong expertise in security risk management, emergency planning, and humanitarian coordination within high-risk settings. Capacity building for staff and partners is a key aspect, emphasizing active collaboration and contextual appropriateness.
MAIN DUTIES AND RESPONSIBILITIES
Security & Risk Management
- Conduct context and risk analysis, providing regular verbal and written updates to MedGlobal management and to the team on the ground.
- Develop and implement risk mitigation measures and security contingency plans (e.g., hibernation, relocation, evacuation) in agreement with the management, specifically, conduct site security risk assessments (offices, warehouses, accommodations, activity locations)
- Take a role of leader or adviser in case of incident in agreement with the country director and ensure local response capacity in case of incident.
- Insure implementation and maintenance of appropriate incident reporting system.
- Establish and maintain an information network for corroborated security intelligence and early warnings with all respective actors (other NGOs, Authorities, non stakeholders etc...)
- Conduct security briefings and basic safety training for staff, including fire drills, evacuation procedures, how to react to, and staff induction.
- Oversee security compliance with MedGlobal policies and international standards.
Access Coordination & Liaison
- Serve as the primary liaison with authorities, UN agencies (UNOCHA, WHO), and NGOs for access coordination.
- Verify security conditions of destination areas and access routes, issuing travel clearances for MedGlobal staff.
- Work closely with Access Support Unit (ASU) and Coordination & Liaison Administration (CLA) to plan safe movement routes.
- Ensure smooth border entry and movement for MedGlobal teams by securing required permits (MoU, movement permits, visas, etc.).
- Coordinate daily movement submissions through the Emergency Coordination Portal (ECP) to notify authorities.
- Represent MedGlobal at security and access forums, networking with NGOs and humanitarian actors.
Emergency Medical Teams (EMT) Deployment Logistics
- Organize and coordinate all logistical aspects of EMT deployments to Gaza.
- Liaise with transportation providers for flights, ground transportation, accommodations, and medical supplies.
- Work with WHO, UNOCHA, and local authorities to ensure EMTs are included in UN convoys and briefed on security protocols.
- Oversee and track EMT volunteers’ documentation, including:
- Cover letters, passports, medical licenses, and security approvals.
- Movement permits and crossing details (entry/exit).
- Itemized supply lists and luggage tracking.
- Assist EMTs with security preparedness:
- Ensure volunteers download and pair Garmin and Airalo apps before crossing into Gaza.
- Monitor Garmin tracking daily during deployments.
- Ensure compliance with local and international humanitarian deployment regulations.
Operational & Administrative Support
- Supervise MedGlobal vehicles and drivers, ensuring vehicle safety and functionality.
- Maintain and update deployment records, security reports, and permit status documentation.
- Act as the primary point of contact for EMT teams, addressing security concerns and logistical issues.
- Work on rotational shifts, including evenings, weekends, and special events as needed.
- Carry out any additional tasks related to the deployment of EMTs from Egypt or Jordan into Gaza.

QUALIFICATIONS AND SKILLS
- Bachelor's degree in security management, International Relations, Humanitarian Studies, or a related field.
- Minimum 5 years of experience in security, access coordination, or humanitarian logistics in high-risk environments.
- Experience working in or coordinating humanitarian access to Gaza.
- Strong understanding of conflict-zone security risks and ability to implement mitigation strategies.
- Demonstrated experience liaising with government authorities, border officials, UN agencies, and humanitarian organizations.
- Proficiency in Arabic and English (spoken and written).
- Strong problem-solving, negotiation, and crisis management skills.
- Good knowledge of Microsoft Office.
- Able to help in writing and developing security policies and procedures for the security department.
- Able to communicate well and be suspicious with all relevant activities for security, to gather information and report to supervisor.
