Security & Logistics Senior Officer
Project Description:
CNFA is seeking applications from qualified candidates for an Irrigation Specialist position for the USAID Quality Technologies Revitalizing Agriculture (Q’tra) Activity. The purpose of this activity will be to work with farmers in the West Bank and Gaza (WBG) to improve climate-resilient conservation and management of freshwater resources and associated ecosystems by increasing the availability, quality, and environmental resilience of drinking water supply sources. The duration of this Activity will be five years.
Position Description:
Reporting to the Local Safety & Security Manager (LSSM), the Security & Logistics Senior Officer will be responsible for monitoring and assessing local security conditions and contacting relevant agencies and authorities. Key responsibilities include developing and implementing security measures, conducting regular security assessments, and providing timely advice to staff. This position is based in Gaza.
Duties and Responsibilities:
- Develop and implement security and safety procedures in the current conflict situation in Gaza to reduce risks and ensure the safety of personnel, premises, and assets.
- Develop different security tools and procedures as required.
- Participate in the selection of the security provider and monitor the technical aspects.
- Conduct regular security assessments and threat analysis and recommend appropriate prevention measures.
- Monitor the security system in place closely and provide enhancements when possible.
- Maintains maps and circulars that facilitate staff security and access. As well Provide input as a security consultant for local knowledge, routes and potential threats
- Be prepared to carry out ad hoc administrative tasks for the project and to represent CNFA/Q’tra security and logistics in Gaza
- Develop networks and liaise with national and regional security actors, other implementing partners and (NGOs) to gather and share information related to security issues that may impact CNFA\Q’tra operations.
- Ensure availability of all items needed in case of lockdown at the offices as well as international staff residence.
- Ensure that relevant staff members understand and can use these equipment’s, including satellite phones (if applicable) , fire extinguishers, etc.
- Ensure staff are trained on first aid for severe trauma, CPR , vehicles and offices are equipped with a first aid and trauma kit
- Develop and implement security orientation for new staff (international and national) and visitors. Provide the needed input for SOWT for Gaza Post-War Needs Assessment: Agriculture, Water, and Environment CNFA – Q’tra Project.
- Assist with any pre task meeting arrangements, including the site’s location identification and their particulars along with route planning.
- Assistance in obtaining travel permits for the staff from vetted authorities in Gaza if needed, and facilitate entry of Q’tra international and local staff in the Gaza strip
- Coordinate all the meet and greet requirements for Q’atra travelling professionals and source , follow up the accommodation booking.
- Follow up and monitor the daily situation and the changeable circumstances on the ground. Support in the planning for alternative scenarios for different situations.
- Share frequent reports on field updates when necessary.
- Monitor local security, conduct risk assessments, enforce security procedures, and offer timely advice to staff and management.
- Implement staff movement protocols, including vehicle safety measures and communication procedures, to reduce risks during field visits and missions. As well Source and coordinate serviceable vehicles and drivers for the collection of professionals Gaza side and transit within Gaza itself.
- Meet visitors and local teams and transport them to their destinations as may needed.
- Provide orientation for all the new incoming expatriates if their visits become allowed (long term & short term)
- Follow up closely on drivers , team and vehicle movements for effective planning to avoid any unexpected issues.
- Provide all in-country security and logistic support for West Bank local staff and international visitors, including consultants in coordination with the project team.
- Maintain contacts with vetted relevant authorities and compile threat analyses, incident reports, and routine security updates.
- Provide a security debrief and report at the end of every mission and write a report to summarize key areas of concern from a security perspective.
- Adhere to all CNFA and USAID standard operating procedures.
- Follow up Q’tra West Bank staff while staying in Gaza and give advice on security procedures and act as a focal point in the case of emergency
- Implement the incident management plan, CNFA Safety and Security Incident Management Plan draft the evacuations plans for Gaza staff according to CNFA standards.
- Provide English interpreter services where required.
- Ensure coordination with UNMAS on training of staff, partners and client if needed on mine and explosions (Risk Education) .
- Coordinate with UN Agencies such as UNDSS, OCHA, and other stakeholders as needed.
- Any other task, assigned by the COP, operation department /LSSM or coordinated with the home office safety and security team.

- Bachelor’s degree from an accredited university in relevant field; alternatively, non-governmental security experience such as NGO’s private sector organization.
- Minimum 3 years of relevant experience, including knowledge of the safety and security sector.
- Have experience in complex and high-risk environments, with knowledge of safety and security sectors and logistics duties.
- High degree of flexibility and ability to adapt to unusual circumstances and imperfect conditions in Gaza. Demonstrated understanding of complex emergencies, related security concerns, and appropriate responses to such emergencies.
- Deep understanding of the Palestinian and Israeli political and cultural context.
- Extensive experience in setting up and managing safety and security systems and protocols and providing training to staff and partners.
- Ability to conduct frequent visits as needed to different locations in Gaza.
- Oral and written fluency in Arabic and English is required.
- Experience in using Microsoft Office 365, Excel, GIS.
- Preferably a Gaza resident.
