Duty Station: Ramallah

Starting Date: March 2025

This is a full-time position and working hours are from Sunday to Thursday, 08:00 – 16:00.

PREMIERE-URGENCE INTERNATIONAL (PUI) is an international, apolitical, non-religious, and non-profit French organization intervening in 23 countries worldwide. PUI aims to provide a global response to the fundamental needs to people affected by humanitarian crises, from the emergency to the restoration of their autonomy and dignity. Première-Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected by extreme adversity.

PUI's humanitarian and development aid strategy in oPt focuses on providing support to populations affected by the coercive environment and subsequent IHL/HR violations in both the West Bank (WB) and the Gaza Strip (GS). PUI's programming incorporates interventions in several sectors, aiming at the prevention of livelihoods' loss and displacement as a consequence of protection threats, lack of services (health, education, WASH), and lack of access to agricultural lands or job opportunities.

Overall Objective

The Security Officer supports the Security Coordinator in security management across the West Bank and ensures coordinated humanitarian access by:

  • Monitoring the security, political, and humanitarian context, assessing security risks and potential constraints on humanitarian access, and producing regular reports and other written assessments
  • Supporting the safety and security management of PUI activities, staff and premises, including the preparation and implementation of security-related standard operating procedures
  • Supporting with contingency planning and preparedness as well as incident and crisis management
  • Liaising and coordinating with key stakeholders (partner organisations, local communities, relevant authorities) to ensure humanitarian access.

Specific objectives and linked activities:

  1. SUPPORT CONTEXT ANALYSIS AND HUMANITARIAN ACCESS.
  • Collect and verify information on the security, political and humanitarian context to support West Bank staff at coordination and base level;
  • Establish and maintain an active information network, including PUI staff, other humanitarian actors and relevant authorities, to obtain credible and relevant information;
  • Conduct in-depth context and risk analysis, including stakeholder analysis and mapping, and analysis of access constraints, in collaboration with the Security Coordinator;
  • Produce regular reports, written assessments, and verbal briefings concerning security conditions and humanitarian access to support teams across the West Bank;
  • Carry out regular field visits, including to new operational areas, to conduct detailed assessments.
  1. SUPPORT THE SECURITY MANAGEMENT OF PUI ACTIVITIES, STAFF AND PREMISES
  • Support the implementation of PUI’s safety and security management system (SSMS), collaborating with the Security Coordinator to ensure regularity across the program
  • In collaboration with the Security Coordinator, ensure teams are thoroughly trained on security rules and other security-related standard operating procedures (SOPs), with regular briefings and training exercises
  • Support the preparation of new SOPs, adapted to evolving security conditions and PUI activities
  • Monitor the safety and security of staff during and after working hours through a comprehensive communication and movement tracking set-up
  • Participate in regular briefings and debriefings ahead of and after field visits, ensuring teams are prepared for any challenges and that they report on them
  • Produce and provide security-focused inductions to new staff, in collaboration with the Security Coordinator
  • In collaboration with Logistics, support with screenings of individuals, organizations, and contractors PUI plans to work with
  • Carry out regular field visits to monitor activity implementation with regards to respect of security and safety procedures
  • In collaboration with Logistics, review the safety and security set-up of all premises and vehicles and propose adjustments as required
  1. SUPPORT WITH CONTINGENCY PLANNING AND CRISIS MANAGEMENT
  • In collaboration with the Security Coordinator, contribute to contingency planning, ensuring hibernation, relocation, and evacuation plans are complete and updated
  • In collaboration with Logistics, ensure premises and vehicles are properly equipped and in a state of readiness to meet the needs of all contingency plans
  • Ensure staff are thoroughly briefed on contingency plans, with regular training and/or drills
  • In collaboration with the Security Coordinator, alert the Head of Mission and Field Coordinator in case of impending danger or an incident affecting the teams and/or beneficiaries, as well as any incident impacting humanitarian access
  • Support the Security Coordinator in managing incidents and broader crises impacting PUI, making use of plans prepared in advance and contacts among external stakeholders
  • Follow up on incidents, ensuring all required actions are taken and providing regular updates to the Security Coordinator
  • Supporting the drafting of incident reports within 24 hours and ensuring incident closure after 72 hours, in collaboration with the Security Coordinator
  1. CONTRIBUTE TO REPRESENTATION, LIAISON AND EXTERNAL COORDINATION
  • Attend and actively participate in relevant meetings with INGOs and UN agencies, local partners and other stakeholders, taking notes and providing qualitative minutes/reports when requested by the Security Coordinator
  • Participate in the overall representation of the organization towards local actors and provide qualitative minutes/reports when requested by the Security Coordinator
  • Support the Security Coordinator in communicating and networking with all relevant stakeholders, by organizing regular bilateral meetings to provide updates on PUI’s activities and to facilitate humanitarian access
  • Contribute to the coordination of PUI activities and movements with local authorities and other relevant stakeholders where necessary, including via notification and deconfliction mechanisms
  • Report to Security Coordinator on any changes to external coordination/notification mechanisms as well as the impact on humanitarian access

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the program needs.

Main Priorities of the department-for first three months of employment

  • Ensure PUI’s context and risk analysis across the West Bank is complete and up to date
  • Ensure all essential security SOPs are complete and that teams are briefed and closely adhere to them, in line with PUI’s SSMS
  • Ensure PUI’s contingency plans at coordination and base level are up to date and that staff, premises, and vehicles are prepared to meet their needs

Required Knowledge and Skills

EDUCATION AND TRAINING: 

Required: 

  • University degree in humanitarian affairs/political sciences or a related field

PROFESSIONAL EXPERIENCE: (Humanitarian, International, Technical)

Required: 

  • 1-3 years of professional experience in humanitarian safety and security management and/or a humanitarian access function
  • Experience in logistics management is an asset but not compulsory

KNOWLEDGE AND SKILLS

Required:

  • Excellent writing and analysis skills are mandatory
  • Strong networking skills are mandatory
  • Acquaintance with INGO' rules, procedures, regulations and humanitarian principles

LANGUAGES

Required:

  • Fluent in Arabic and English (speaking/reading/writing)

SOFTWARE  ( Pack Office, Other (to be specified) )

Required: 

  • Good knowledge of Microsoft Office (Word, Excel, Outlook), Google Earth and Google Maps, experience with QGIS (desired)

OTHER REQUIREMENT

  • Valid driving license
  • Pre-existing contacts among NGOs, UN agencies, authorities, and other relevant stakeholders
