Senior Architect/Buildings Engineer
Global Communities (formerly CHF) is implementing a five-year, Local government and Infrastructure (LGI) program in the West Bank with funding from the United States Agency for International development (USAID). The overall goal of the Local Government and Infrastructure Program (LGI) is to promote an enabling environment for good local governance and provide the basic infrastructure necessary for sustainable improvements in the quality of life for Palestinians in the West Bank to support the implementation of this program; Global Communities is seeking qualified candidates to assume the following position:
Senior Architect/Buildings Engineer
Duration of contract: (12) months, with possibility of extension up to September 2015.
This is a senior position based in the country office in Ramallah. The following are the main responsibilities of the Senior Architect/Buildings Engineer:
-Prepare assigned small to medium size building projects implementation work plans and continuously review and adapt them based on the Program priorities and critical donor requests. Types of projects include new and/or rehabilitation and additions to schools, community centers, clinics, sports halls etc.
-Oversea and manage a team composed of several engineers of various disciplines. Ensure effective team work planning, distribution of workload and responsibilities, timely and quality delivery on all tasks.
-Prepare Scopes of Work for outsourced design services, and participate as required in the tendering and evaluation process.
-Act as point of contact with the Engineering Design Offices and provide oversight over their work in coordination with other relevant team members.
-Ensure timely and quality review processes of all Global Communities’ implemented infrastructure project designs prepared by partners/design offices, finalization of tender documents and assist in the evaluation of the offers as required. Reviews will include technical concepts feasibility, compliance with national and international standards, cost effectiveness and engineering value, safety standards, compliance with environmental protection standards, accessibility, and donor regulations and requirements, etc.
-Coordinate with USAID engineering team and beneficiary organizations including municipalities and line ministries to ensure designs meet their requirements and standards.
-Travel to the field regularly to ensure construction compliance with designs and quality standards.
-Prepare regular reports to the Program Management and the Donor including weekly reports on high profile sensitive projects.
Key qualifications:
-A BSC degree in Architecture or Civil Engineering, with preference for a post graduate degree. At least 15 year experience focusing on architectural and building designs in particular, and construction engineering in general. Degrees from US Architecture/Building Engineering accredited schools and knowledge of American Building and Construction Standards are a preference but not a requirement. Knowledge in green design of buildings and seismic design requirements is a value added.
-Leadership, planning, organizational, communication, and writing skills are highly required.
-Ability to multi-task and work as part of a senior management team with critical management and technical responsibilities.
-Excellent command of computer programs: AUTOCAD and other engineering software, Word, Excel, and Power Point.
-Prior experience with USAID-funded programs strongly preferred but not required.
-Ability to work under pressure while remaining calm and responsive.
-Registered with the Engineers Association and has a valid driving license.
