Senior Case Manager
- Work in conjunction with the Ministry of Social Development (MoSD) social workers, psychologists, and probation officers, ensuring seamless child protection service delivery and timely intervention to children in conflict and in contact with the law, both inside Al Rabee Institution and after release from Al Rabee Institution.
- Provide case assessment through child protection case management, including counselling services to detained children in Al Rabee Institution: during detention and post-release
- Ensure that case management interventions are appropriate and timely implemented. When deemed necessary, amendments to the current and future case management actions, in consultation with Senior Project Officer and Gaza Head of Office.
- Provide technical guidance for the best-practice and ensure that services follow international standards in protection response and service provision (including Tdh SOPs) for children in conflict and in contact with the law.
- Plan, organize, and lead regular meetings with the staff of Al-Rabee Institution and the staff of the MoSD to appropriately assess and follow-up cases.
- Assess and support early interventions to prevent recidivism among children released from Al Rabee Institution (aftercare processes as part of case management).
- Lead the organization family group conferences (FGCs) including developing child individual care plans and Implementation of individual care plans for the targeted children benefited from family group conferences across the Gaza Strip.
- Ensure compliance with Tdh Manual - Case Management Standards.
- Participate in the selection of cases that will benefit from alternatives to detention
- Follow -up cases of children in conflict with the law benefiting from alternatives to detention, including MoSD vocational training centers.
- Plan, participate, and lead in the MHPSS services provided to children in conflict and in contact with the law.
- Ensure compliance of the Access to Justice (A2J) Country Strategy as part of the Country Strategy of the Delegation.
- Strictly respect the confidentiality of beneficiaries and their related data.
- Participate in drafting ToR, as needed.
- Assist in timely and accurate delivery of information, analytical inputs and maintenance of an updated M&E framework per project.
- Proper and regular documentation of all project activities in the Gaza Strip and monthly management of sources of verification.
- Participate in preparing and updating regularly the project follow-up sheet (PFU) as per Tdh standards.
- Assist in preparation of field visits as requested.
- Coordinate Tdh case management services provided to children in conflict and in contact with the law with access to justice main actors, including MoSD, Aiysha Association, Awn network, and the Palestinian Bar Association.
- Establish administrative processes for the referral management and early support services to children in conflict with the law, during detention and post-release.
- Sustain and broaden networks in the area of intervention with any existing Gaza Strip services, stakeholders and authorities necessary to handle A2J case management activities/support in an effective manner jointly with the Senior Project Officer.
- Participation in the development of key awareness activities and messages to promote the rights of children in conflict and in contact with the law.
- Attend appropriate external meetings held in the Gaza Strip at sector level, in order to ensure that Tdh’s aims and activities are shared with partners, when deem necessary.
- Regularly attend MoSD led child protection working group and UNICEF-led Child Protection Area of Responsibility, as deemed necessary.
- Network with actors and entities working in the Gaza Strip in A2J/Child Protection related areas in the interest of information sharing and main-streaming case management best practices.
- Coordinate Tdh actions with the different networks in the Gaza Strip, identify and propose other relevant networks where appropriate.
Reporting and communication
- Produce and submit a monthly report and contribute to the project quarterly reports.
- Generate monthly report through the Web-based child protection case management system covering cases benefited from services.
- Produce case studies and success stories of children in conflict with law handled through case management.
- Proper and regular documentation of case management project activities in the Gaza Strip and monthly management of sources of verification.
- In collaboration with the delegation Communication Focal Point and the project staff, provide regular internal and external communication products focusing on Access to Justice for MENA Newsletter, websites, Twitter and Facebook MENA webpages, etc.
- Comply with Tdh Security Regulations
- Participate in updating security plans, as needed.
- Knows and implements institutional policies on security, child protection, PSEA and Code of Conduct and fraud prevention; ensures the staff know and implement the procedures in their day-to-day work;
- Commits to ensure the best implementation possible of the Tdh Child Safeguarding Policy (CSP) in her/his area, including participation in annual audit, and reviews and updates of action plan;
- Commits to inform the Gaza Head of Office, Country Representative and/or the National Safeguarding Focal Point and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP.
- Participate in developing project plans, activity, and output indicators reporting along with the Q&A support team.
- Ensure accurate project implementation reporting; reviews and supports projects staff with project records and registers up keeping.
- Support the accountability (complaints / feedback response mechanism) through follow-up of complaints that come through the CFRM channels and support in the resolution and closure of operation / programmatic complaints
- Fosters a learning environment along with the Q&A staff and promotes critical reflection of project activities and interventions.
- Supports the leadership team to organize and facilitate, conferences, exchange of experience mission and field visits for external management staff and donor representatives.
- Any other duty as required by the line supervisor.

- Demonstrated experience in assessment, case management and counselling skills with children and adults.
- A bachelor’s degree psychology, social works.
- Previous experience and knowledge of Child Protection Programming.
- At least 3 years of experience in similar positions, with INGOs
- Highly developed verbal and written communication skills.
- Experience working with children who have protection concerns.
- Experience in or commitment to, working with individuals and families from different back-grounds and/or diverse cultural backgrounds.
- Knowledge and interest of gender issues and ability to mainstream gender considerations into programming.
- Strong organizational and planning skills.
- Proficiency of English is an asset.
- Ability to represent the organization on technical and functional issues according to the department goals
