The Position (General Position Summary)

The Senior Finance and Compliance Manager is a member of the Senior Management Team and head of the Mercy Corps Finance Department. As such, the Senior Finance and Compliance Manager is responsible for all aspects of the financial management of the country programs, working collaboratively to ensure compliance with Mercy Corps internal policies and procedures as well as donor regulations. S/he works under the direction of the Country Director and is responsible for all financial functions, including accounting, payments and banking, payroll, budgeting, financial reporting and grant financial management and compliance.  The Senior Finance and Compliance Manager, in support of programs and other departments, provides timely reports and assistance to the Country Director and team to ensure financial resources are used efficiently and effectively.

Essential Responsibilities

Subaward Management and Compliance 

  • Lead subawards pre-award assessment documentation collection and review. 
  • Review sub-grantee financial assessments and implement risk mitigation plans. 
  • Ensure sub-grantee financial reports are reviewed, necessary corrective actions are taken, and timely payments are processed. 
  • Ensure proper sub-grant tracking, documentation, and close-out procedures. 
  • Follow up on compliance issues, audits, and document resolutions. 
  • Stay abreast of changes in applicable donor policies and ensure changes are implemented as required. 
  • Assist with development of new local policies and review them for compliance with Mercy Corps rules and procedures. 

General Accounting and Financial Oversight 

  • Daily management and oversight of the general accounting function of the Palestine program, including design and development of related processes and workflows. 
  • Provide technical support to field offices on accounting and compliance matters, including daily queries and training new hires. 
  • Maintain complete, accurate, and safeguarded accounting records. 
  • Manage monthly standard accounting submissions to Mercy Corps HQ, including general ledger files, account reconciliations, and expenditure reports. 
  • Oversee banking relations and manage country cash flow needs, including remote banking coordination with HQ and field teams. 
  • Provide high-quality financial reviews of transactions to ensure effective and transparent use of resources in line with Mercy Corps and donor policies. 
  • Develop and maintain a filing and archiving system for all financial records (electronic and hard copy) to ensure audit readiness. 
  • Continuously assess internal controls and segregation of duties, updating the Segregation of Duties Matrix as needed. 

 Financial Planning, Budgeting, and Strategic Support 

  • Assist the Budgeting and Financial Analysis unit with the development and maintenance of the master budget for the Palestine program. 
  • Support the budget development process for new proposals and grant modifications. 
  • Assist with generating and analyzing pipelines, and overall support in developing and maintaining budgeting and budget monitoring systems. 
  • Review and support system set-up and staffing related to the revised Palestine Program structure; conduct skill gap analyses and provide recommendations to the Country Director. 
  • Conduct oneself professionally and personally in a manner that brings credit to Mercy Corps and upholds its humanitarian mission. 
  • Perform other duties as assigned.

  • Develop the capacity of the team, deepen understanding of their roles and assist with career development. 
  • Assist team members with information, tools and resources to improve performance & reach objectives. 
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.

  • Hire, orient and lead team members as necessary.

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.

  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Accountability

Reports Directly To: Country Director  

Works Directly: With Budgets and Financial Analysis Unit; Field finance teams; members of Operations, Program Managers, Regional Program and Support team, HQ Regional Finance team (with authority for technical financial matters), and others.  

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • A BA/S or equivalent in accounting or finance is required; advanced degree is preferred.
  • At least 4-5 years of progressive financial management experience, including supervisory experience required.
  • At least 4 years’ experience in grants management as well as an understanding of major donor regulations required.
  • At least 3 years’ international NGO/PVO experience is preferred. 
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables, and balance sheet.
  • Demonstrated experience and skill with financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.  
  • Prior management experience and strong organizational skills.
  • Advanced computer skills in MS Office programs, particularly Excel. 
  • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
  • Excellent oral and written English skills required
  • Ability to work effectively with an ethnically diverse team in a sensitive environment. 

Success Factors

The successful candidate will have an ability to interact effectively across international and national program and finance teams successfully, both in a managerial as well as training capacity. S/he will be able to support programmatic objectives with timely and meaningful financial information, have a demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities. An impeccable professional standard of finance and procurement ethics and the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. The Finance and Compliance Manager must be willing to travel regularly to Mercy Corps field offices and project sites. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.  

Living Conditions / Environmental Conditions  

The Senior Finance and Compliance Manager is based in Jerusalem or Ramallah and is required to travel to the field locations up to 20% of his/her time.
