Stars of Hope Society for the Empowerment of Women with Disabilities (SHS), Located in Ramallah, is a non-profit association registered by the Palestinian Authority and founded in 2006 under the charitable Association and civil Bodies.
Stars of Hope Society (SHS) is a lead organization for women with all types of disabilities in Palestine. It is a woman-centered organization that works on a collective model. Women with disabilities run our organization to help and empower other women with disabilities. It is the only organization of its kind in Palestine and one of a minimal number internationally.
Objective of the position:
The Senior Finance Officer is responsible for leading the financial monitoring processes, ensuring compliance with SHS’s standards and Palestinian rules in the finance field, financial strategy, and steering and operational financial management in West Bank and Gaza.
Duties and responsibilities:
1- Oversees the deployment and monitors compliance with all of SHS’s financial policies, processes and tools within his or her area of responsibility and, if necessary, develops specific financial tools overseen by his or her line and functional management.
2- Ensures implementation of and compliance with procedure for archiving financial documents and the publication and updating of financial documents in the dedicated workspaces.
3- Supervises internal control in his or her area of responsibility, as well as any necessary corrective actions
4- Ensures financial & budget management which include:
• Leads the monthly Budget Management schedules, ensuring budget monitoring tools are updated with actuals, shared to budget holders, and that budget monitoring meetings are held regularly
• Leads the Master Budget updates, proposes analysis, and verifies that SHS funds are being used in an optimal manner
• Ensures cash-flow for cross-cutting costs centers are developed with relevant stakeholders.
5- Ensures management of institutional funding in compliance with donor guidelines and contractual obligations which include:
• Directs the drafting of funding proposals for institutional donors and the construction of funding schedules.
• Supervises and accompanies the drafting of funding proposals and optimizes the funding schedules (coverage of office and support costs); compiles and coordinates multi-program proposals when the program is the lead.
• Examines, alerts to and even negotiates the conditions of funding agreements before they are signed (payment dates and methods and financial reports, methods of justification of expenditure, exchange rates, audits, etc.). Ensures that these obligations are realistic and compatible with SHS procedures.
• Informs budget holders and stakeholders of institutional donors financial rules and verifies their application.
• Controls the monitoring of expenditure against funding and reports to the budget holders.
• Monitors consumption rates, issues alerts in the event of a risk of non-compliance with the flexibility rules and anticipates slippage by preparing contractual amendments with his or her interlocutors.
• Produces financial reports for donors, in compliance with donor guidelines.
• Prepares payment requests and ensures that donor payments are made or reminders sent and that line and functional managers are informed of delays in payments
• Ensures that information concerning donor contracts is entered in the FIS: donor budgets, cost accounting and budget modifications, schedules, reports, etc.
• Contributes to responses to requests from internal and external auditors, proposes any corrective actions to be implemented.
• Archives the budgets and financial reports shared with institutional donors (with an internal and external version) in the dedicated storage spaces.
6- Puts in place, monitors, and ensures skills development for SHS finance team
7- Coordinates profession facilitation in his or her area of responsibility, fosters a team spirit and ensures the inclusion of all team members by encouraging regular contributions, especially through practice-sharing.
8- Leads the emergency preparedness actions for the elements of his or her profession and, in case of emergency, proposes reorganization of priorities for finance stakeholders according to the humanitarian imperative, in order to ensure SHS’s quick and efficient response both in West Bank and Gaza.
9- Conduct additional technical assistance to co-partners as necessary to maintain high standards of compliance.
10- Provide adequate administrative technical support to program, HR and operations both in West Bank and Gaza.
11- Directs the followup with the income tax department and get the annual clearance.
Responsibilities may evolve as per programmatic needs and adapting to local circumstances. It is expected that the position holder will perform any other duties as required by the Executive Manager that are commensurate with the position.

Job Requirements:
• At least bachelor’s degree in accounting or finance
• 5 years in Financial Control, financial budget monitoring, or equivalent
• Budget & accounting monitoring
• Experience with Palestinian NGOs
• Experience with Bisan Financial System
• Excellent English language skills (written and spoken).
• Excellent and effective communication and negotiation skills and presentation in Arabic and English.
• Be highly committed, able to work under pressure, adapt to new situations and meet deadlines.
• Experience with local and national partners monitoring
• Preferable previous relevant experience in working with People with disabilities (PwDs).
