Introduction:
The Ministry of Education (MOE) has received two grants from the World Bank towards the cost of the “Improving Early Childhood Development in West Bank and Gaza” project (hereinafter referred to as “ECD project”), and the “Supporting an Education Reform Agenda for Improved Teaching, Assessment and Career Pathways” (hereinafter referred to as “SERATAC”).
The Ministry of Education is considering the selection and employment of a highly qualified Senior Financial Management Specialist to be part of the small core staff responsible for the administration of the World Bank projects.
Position: Senior Financial Management Specialist
Main Tasks and Responsibilities:
Under the general direction of the Director of the World Bank Projects Coordination Unit (hereinafter referred to as “PCU”), the Senior Financial Management Specialist will be responsible for setting up the technical and operational aspects of all Project accounting and implementation. He/she will be required to familiarize himself/herself with all aspects of the execution of the Project and be able to generally assist the PCU Director in the coordination of activities connected therewith and with the administrative management of the PCU. More specifically he/she will be responsible for the following:
ECD Project:
- Providing technical assistance to private providers contracted under the Public Private Partnerships (PPPs) to maintain adequate financial management and documentation throughout the implementation of the PPPs.
- Conduct visits to participating universities and education district offices and other entities implementing activities under subcomponents 2.1 and 2.2 as needed to ensure that appropriate internal administrative and accounting procedures- whenever needed- have been followed throughout project implementation.
SERATAC Program:
- Furnish to the Bank any information and/or documentation that the Bank, as the Verification Agent, shall reasonably require for the monitoring, audit, analysis and/or verification of the achievement/fulfillment of the Performance Based Condition (PBCs) under component 3 of SERATAC.
- Facilitate the Bank to carry out ex-post reviews of the expenditures disbursed under Component 3 of SRATAC each calendar year, not later than three months after the end of the said calendar year.
- For the PBCs eligible expenditures under Component 3 of SERATAC, the FM Specialist must ensure that PBC Payment Reconciliation Statement is in the format provided in Attachment 4 of Disbursement and Financial Information Letter (DFIL), confirming to the Bank that (i) one or more PBCs have been achieved and, (ii) indicating the amounts payable for such PBCs
Cross-cutting tasks
- Maintaining and supervising all accounting records of the PCU and preparing and interpreting the financial statements and reports of the PCU;
- Reviewing the internal control system to ensure that appropriate mechanisms, procedures, and systems are in place, and initiating, preparing, and issuing standard practices related to accounting procedures and the coordination of systems throughout the lifetime of each project, including clerical and office records, reports, and procedures;
- Preparing a consolidated budget of the PCU, including budgets from other donors and PA counterpart contribution, ensuring consistency between the total budget and annual work plan covering all project activities, and assist the PCU Director in the preparation of budget submission to the Ministry prior to the beginning of the fiscal year;
- Supervising, maintaining and verifying of any account which may be set up for the ECD project and SERATAC;
- Ensuring that funds are available in the relevant accounts as required to meet payments for expenditures incurred in connection with the ECD project and SERATAC;
- Ensuring that a detailed account is maintained in respect of each procurement of goods and consultant services;
- Ensuring prompt action with regard to payments on expenditures incurred with respect to the ECD project and SERATAC, including the preparation of withdrawal applications;
- Reviewing and verifying withdrawal applications for the disbursement of Credit funds and for the replenishment of the Special Account (SA),
- Process payment orders to be made from the SA;
- Verifying payments to ensure that the expenditures have been properly authorized and approved and that they are included in the approved budget;
- Facilitate the work of the external auditors contracted under each project, review those reports and ensure timely completion and submission of their audit reports.
- Reviewing and following up any recommendation related to financial management from the external auditors, donors’ reports, and /or PA requirements;
- Prepare annual disbursement plans, semiannual unaudited financial reports (IFRs) and participate in the preparation of periodic progress reports for the Technical Committee and the Bank.
- Verifying on a regular basis the petty cash expenditures to ensure that these are properly authorized and recorded with all supporting documentation; and
- Managing the cash balances to ensure the efficient use of funds.

متطلبات الوظيفة
Minimum Required Qualifications:
- University Degree in Business, Accounting, Finance or any related field
- At least 5 years of proven relevant past work experience in projects funded by International Donors
- Excellent communication skills
- Experience in preparing and writing financial reports
- Strong results-orientation, proactivity, and ability to problem-solve
- Fluency in English.
- Excellent computer skills, including accounting software
- Ability to work under pressure and meet tight deadlines
Place of Work:
The consultant shall work at MOE headquarters in Ramallah with possible visits to education district offices and other implementing entities.
Time Frame:
The contract will be for 4 months (starting September 1st, 2022 to December 31st, 2022); renewable upon assessment of performance, five days a week and seven hours per day.
