Senior Financial Manager, Civic Participation Program

Catholic Relief Services is an international aid agency and has been present in the Jerusalem, West Bank, and Gaza for over 50 years. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of humanitarian assistance, civil society, youth development, education, and peace & justice.

Position Title: Senior Financial Manager, Civic Participation Program
Reports To: Chief of Party, Civic Participation Program

Note:
This position is dependent upon funding as well as the donor’s approval of the proposed Senior Finance Manager. The applicant must be willing to commit to an assignment of no less than three years.

Job Summary
Under the supervision of the Chief of Party, the Senior Financial Manager (SFM) is responsible to ensure sound financial capacity of Civic Participation Program (CPP), facilitate the overall coordination, leading and supervision of all functions in the Finance related to the CPP (accounting, financial management, budget monitoring, reporting and Sun Systems Administration). SFM must also ensure compliance to policies, procedures, USG & local government requirements. Special responsibility of SFM is to ensure that program finances and granting mechanism are properly managed and all regulations/requirements applicable to those funds are fully complied.

Qualifications and Skills
1-University degree in finance, business administration, or experience in field such as Accounting, Finance, Financial Management;
2-At least 7 years work experience in financial management, accounting for international agencies and knowledge of international donor.
3-Experience with accounting systems required; Sun Systems experience preferred.
4-Fluency in written and spoken English and Arabic; excellent written and oral communication skills.
5-Training and demonstrated experience in United States Government rules and regulations
6-Demonstrated organizational ability is strongly desired.
