Chemonics International seeks an experienced senior Grants Manager, to work in USAID-funded Building Regional Economic Bridges (BREB) activity.  

We are looking for a dynamic individual with a passion for making a difference in the lives of people around the world. 

Under the direction of the senior Grants Team Leader, the senior grants manager will oversee the entire grants process, from inception, reviewing proposals, approving applications and signing grant agreements, to close-out. Specifically, he/she will lead the analysis of grant budgets and cost estimates for reasonableness and consistency; set up the financial monitoring of grant activities; oversee the implementation of grant agreements, including grant progress and milestone achievements; and manage the closeout of the grant agreement.

Specific responsibilities may include but are not limited to:

Specific Functions and Responsibilities

The Senior Grants Manager:

  1. Manages grant implementation and monitoring of grants budget, schedule, and performance. This includes troubleshooting grant implementation challenges, and monitoring all milestone payments, making sure to follow up if they are late and ensuring high quality deliverables are received in a timely manner.
  2. Oversees the grants team staff and ensures all tasks are completed on time. This includes overseeing the maintenance of complete and updated grant files and trackers; the monthly financial projections and tracking of clearance and disbursement rates of grant activities; and the supporting grant documentation in compliance with all applicable requirements, procedures, and best practices.
  3. Ensures grant implementation follows all USAID and Chemonics regulations in BREB’s grants program, including FAA eligibility checklists, and environmental issues. The senior grants manager will ensure that the full grant award process – including solicitations, negotiations, implementation, and disbursements – is in line with USAID rules and regulations, BREB grant management policies and procedures, and Chemonics guidelines. This includes liaising with the home office in Washington, D.C., as necessary, and following up as needed regarding grant policy guidance and interpretation.
  4. Develops a thorough understanding of USAID and Chemonics policies and regulations with respect to subcontracting, grants, etc., as well as unique features of the USAID WBG program such as compliance with Mission Order 21. This includes imparting this understanding to all Grants Team members.
  5. Perform negotiations of grant agreements. This may include providing guidance to staff on appropriate grant mechanisms for funding specific program activities; collaborating with technical team members to develop the grant's scope of work and deliverables/milestones; ensuring budgets are allocable, allowable, and reasonable; and drafting negotiation memoranda.
  6. Liaise with grantees during implementation. The senior grants manager will ensure compliance and timeliness of grant implementation, conduct site visits, gather data for BREB's monitoring and evaluation processes, provide guidance to grantees as needed, and review financial reports/payment requests.
  7. Lead analysis of grant budgets and cost estimates for reasonableness and consistency. Especially important is attention to grantee contributions. Another important element is the development of appropriate milestones to ensure effective implementation, USAID policies, and grantee needs.
  8. Ensure effective knowledge sharing with BREB staff, real time coordination of information. Outreach to all BREB staff, through formal planned training sessions or individual guidance to component members or technical staff is an essential job requirement.
  9. Deliver high quality and timely contributions to USAID reports, deliverables, and RFIs as assigned by the Chief of Party and Deputy Chief of Party. In particular, the senior grants manager must develop and have ready to provide information on the number of grants completed, under review, amounts disbursed, etc.
  10. Respond to requests from the Chief of Party or the Deputy Chief of Party to assist in any other BREB related activity.

In addition to these key functions, the successful performance of the senior grants manager will also require:

  • Developing a thorough knowledge of the Palestinian geopolitical and business environment.
  • Demonstrable initiative and creativity, and “out of the box” thinking in job performance. This includes anticipation of problems and issues and expedient resolution.
  • Strong interpersonal skills in establishing relationships with BREB team members, stakeholder firms, regional officials, the private sector, NGOs, etc.
  • Commitment to getting the job done and willingness to put in the time required to ensure that all assignments are conducted in a timely fashion.
  • Commitment to excellence, reflected in documents without mistakes, carefully documented, and overall, of the highest quality.
  • High ethical standards.
  • Passion, patience, and perseverance in pursuing BREB objectives.
  • A strong team spirit and cooperation with colleagues.

Basic qualifications include:

  • Bachelor’s degree in management, development, business administration, economics or another relevant field required
  • 5 years of professional experience in grants management and implementation. Experience working in grant management on a USAID or other donor funded project is desired;
  • Knowledge of USAID rules and regulations related to grant award and administration is desired.
  • Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively and supervise and mentor staff.
  • Demonstrated successful track record managing grants programs in high-risk and remote management environments.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established program message
  • Ability to anticipate challenges and propose and execute creative solutions
  • Fluency in written and oral English is required, knowledge of Arabic desired
