Senior Health Policy and Standards Advisor

International  Organization seeks an experienced Senior Health Policy and Standards Advisor  as part of the USAID-funded Palestinian Health Capacity Project


PRIMARY RESPONSIBILITES

The Health Policy and Standards Advisor will be responsible for supporting the Palestinian MOH in human resource licensing, certification, regulation and stewardship.This includes ensuring that the following functions are carried out: 1) developing, revising, updating and disseminating standards with clear definition of who trains and is responsible for supervising staff to carry out the different standards; 2) provider certification and licensing; and 3) accreditation of facilities.S/he will be seconded to the MOH from the Palestinian Health Capacity Project and will work to ensure the MOH benefits optimally from the Project’s expert staff and activities.

ESSENTIAL FUNCTIONS
-Support the formation of a health workforce Stakeholder Leadership Group (SLG)
-Coach and build the capacity of MOH counterpart(s) to take on the work of the SLG after the project ends.
-Assist the MOH and stakeholders to set standards of practice/best practices across the continuum of care (emergency, primary health care, secondary and tertiary care) are systematically reviewed, revised according to the latest evidence, and disseminated through an organized process.
-Liaise with the MOH and Palestinian Medical Council and professional associations to facilitate and strengthen the review of provider licensure and certification.
-Provide leadership to develop an objective and externally validated facility accreditation process.
-Assist the MOH and project leadership to develop policy and legislative frameworks.
-Support the development of stewardship within the MOH along with using data for decision making.

EDUCATION/EXPERIENCE REQUIREMENTS
-Medical degree or graduate degree in Health Policy or related discipline
-At least 10 years of related professional experience
-Demonstrated success in working with the MOH
-Demonstrated experience with licensing and accreditation of health providers and health facilities
-Experience working in decentralized health systems, including public, private and NGO sector environments
-Experience working with Ministries of Health and/or other government departments
-Strong leadership skills
-Broad base knowledge of health capacity programs
-Demonstrated exceptional interpersonal skills and ability to work well with a diverse team
-Prior experience working in health programs in the West Bank and Gaza region
-Fluent Arabic both spoken and written
-Strong written and oral communication skills in English
-Prior experience working with USAID preferred
