Senior Monitoring, Evaluation & Reporting Coordinator

MA'AN Development Center is seeking to fill the vacant position of a full time Senior Monitoring, Evaluation, Accountability, and Learning Coordinator (MEAL) based in Ramallah.

The Purpose:

The role of the Senior Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator is to monitor interventions across the project lifecycle and technically assess project from start, interim, and end of a project to measure impact. The Senior MEAL Coordinator will be assigned projects technically specialized in and will collaborate closely with project coordinators and project managers to ensure timely and proper implementation of project activities. The Senior MEAL Coordinator will work on both project-based MEAL work and programmatic-level assigned tasks to support the guidance of programs at MA’AN Center. The Senior Coor. will be under the supervision of the MEAL Officer at MA’AN Development Center and will join a team of fellow MEAL staff ready to exchange experience and knowledge within the profession. The Senior MEAL position will be allocated projects either in the agricultural, humanitarian, or socioeconomic departments, depending on technical and educational background.

Monitoring Tasks:

  • Collection of means of verifications across project lifecycle, including compiling attendance sheets, pictures (before, after, and during) of project implementation, consent forms, etc.
  • Develop their own project MEAL Plans.
  • Logical frameworks will be created with their technical support.
  • Technical spot checks in program projects they are specialized in. Field visits for project assigned to. Writing relevant monitoring reports for team / project documentation.
  • Using ODK and-or Kobo ToolBox for all project-relevant data collection.

Evaluation Tasks:

  • Guidelines for technical evaluations created / expanded by. Create project specific pre- and post-evaluations and enter them within KOBO.
  • Selection criteria at project and/or program level created by them.
  • Analysed data for whole project assigned to as MEAL.
  • Conduct end of project evaluations, evaluating all project deliverables. Template for methodology of endline evaluation should be pre-send and approved by MEAL Officer before commencing.
  • Identify tools for assessing indicators for project, and impact of project by selecting suitable tools to use / implement. Tools include holding focus group discussions, key informant interviews, questionaries, etc.
  • Select and assess suitability of success story documentation, case stories, and comparative cases. Led the development of any of these documents and translate in both languages.
  • Observational MEAL visits to project sites.
  • Review and provide inputs on evaluation terms of references (ToRs) for external evaluators.

Accountability Tasks:

  • Conduct workshops to raise community awareness with relevant stakeholders about MA’ANs’ safeguarding system, this includes accountability policies, and complaint and feedback mechanisms. Write workshop reports on sessions conducted - send to to MA’AN’s Safeguarding Focal Point and MEAL Officer.
  • Effectively document received complaints and feedback from beneficiaries, record them, and direct them to the safeguarding focal point at MAAN or MEAL Officer based on type of complaint and feedback. Follow MA’AN guidelines in reporting any cases. Responsible for reporting safeguarding issues directly to Safeguarding Focal Point.
  • Document lessons learned from complaints and feedback on safeguarding and share them with the Safeguarding Focal Point at MAAN.
  • Based on complaint type that is directly addressed alongside MEAL Officer, expected to mitigate complaints with project team.
  • Spot check calls across the project lifecycle with beneficiaries and relevant stakeholders.
  • Ensure inclusivity in projects through a participatory approach, e.g. documenting the needs of people with disabilities and considering the geopolitical and cultural context of targeted locations.

Learnt Lessons Tasks:

  • Create and write learned lesson reports for projects. Developing learned lesson from technical perspectives at program-level.
  • Review external evaluation reports for project and advise action points based on findings.
  • Develop and review risk management of the project. Follow-up on risks and assumptions if it still holds valid throughout the project lifecycle.
  • (highly desirable skill) Create data visualizations through bulk data analysis into understandable visuals.
  • Support the development of Logic Model creations for projects technical in, including Theory of Change, Results Framework, and Logical Framework.
  • Preparing reports in both the English and Arabic language.

Job Qualifications:

  • Must have a Bachelor’s degree (BS/BA) in the agricultural sector, social humanities sector, and-or socioeconomic sector. Such as: BS/BA in Business Administration, Marketing, Economics, Technology for Environmental Sustainability, Agricultural Engineering, Agricultural Sciences, Environmental Sciences, or other related fields.
  • At minimum of 3 to 5 years of experience in monitoring, reporting, evaluating, working in accountability, and/or in project management.
  • High proficiency in at least of the following applications is required: STATA, Tableau, R System, Q/GIS Mapping, PowerBI, and-or SPSS.
  • Experience in Qualitative and Quantitative Research is required.
  • Working experience within the I/NGO sector.
  • Valid driver’s license.

Skills and Personal attributes:

  • Computer skills is required, must have skills in Microsoft Word and Microsoft Excel.
  • Proficiency in reading and writing reports in English and Arabic language.
  • Strong written and oral communication skills.
  • Working within a team environment and readiness to conduct field visits across the West Bank.
  • Ability to critically think and integrate learned lessons across the project lifecycle to other similar projects.
  • Ability to analyze collected data is required, and ability to use new specialized applications or systems is highly desirable.

MA’AN Development Center’s MEAL Unit works to ensure timely implementation of projects for projects to reach desired results, this unit is a key component for a projects objective success. Projects at MA’AN targets the most vulnerable and marginalized communities across the West Bank, therefore, empathy, teamwork, and understanding are key morals within the MEAL Unit
