Position: Senior Policy Analyst (Full Time)

Location: Palestine (East Jerusalem; Ramallah)

Duration: 4-5 months (possibility for extension)

The Center has helped to improve millions of lives in more than 80 countries by waging peace, fighting disease, and building hope. The Carter Center is guided by a fundamental commitment to human rights and the alleviation of human suffering. It seeks to prevent and resolve conflicts, enhance freedom and democracy, and improve health.  The Carter Center operates three programs in Palestine focusing on Human Rights, Conflict Resolution and Democracy through offices in Ramallah and East Jerusalem

 The recent escalation of violence between Palestinians and Israelis has resulted in significant loss of life and profound trauma for both communities. The Carter Center (TCC) is committed to ending this immediate suffering while also addressing the root causes of the conflict to prevent such tragedies from occurring in the future. As part of this effort, TCC is seeking a local Senior Policy Analyst to lead a governance assessment in Palestine.

Summary:

• Working under the supervision of the Country Representative leads to the planning, implementation and development of three interrelated assessments linked to governance and stakeholder analysis.
• Collaborates with the field office staff and the programs teams in Atlanta to conduct the assessments.
• May engage in briefings on behalf of the center and may represent the center in various national fora, and actively engage with representatives from political parties and other NGOs for purposes of conducting the assessment
• Assists the Country Rep in defining and evaluating the program's overall strategy.
• Performs other related duties as required.

Formal Responsibilities:

The Senior Policy Analyst will oversee the process of conducting a governance assessment focusing on the following key areas 1) Palestinian Interim Governance Options, 2) Stakeholder Mapping, 3) Challenges to Long-Term Revitalization.

Methodology and Outputs:

The assessment will utilize a combination of literature review and semi-structured interviews to gather data. The Senior Policy Analyst will produce separate reports on each key area, each not exceeding 8 pages. Reports will include Upon triangulation of data; the analyst is expected to craft related policy memos and work with the field office team and advisors from Atlanta to finalize the assessments. The “Senior Policy Analyst” will report to the Country Representative at the field office.   Reports will include:

• Assessment of solutions for immediate governance, including stakeholder analysis.
• Analysis of Palestinian political parties' strategies and interests.
• A preliminary assessment of the historic challenges to long-term revitalization of the governing structure.

Qualifications:

• A minimum of a master's degree in political science, international relations, or related field / (A legal degree or Ph.D. is preferred).
• Minimum of 10 years of experience in policy analysis, preferably in conflict or post-conflict environments.
• Strong understanding of Palestinian politics and governance structures.
• Experience conducting stakeholder mapping and qualitative research.
• Excellent written and verbal communication skills.
• Ability to work independently and manage multiple tasks effectively.
• Fluency in English and Arabic is a must.
