The USAID-funded Compete Project implemented by DAI aims to strengthen the competitiveness and export potential in the areas of Agriculture and Agribusiness, Stone and Marble, Tourism, and Information Technology. The project is providing technical assistance to business service organizations in these sectors to improve sales, income, and employment.
DAI is seeking highly qualified candidates for the following position to work on Compete project:
Position 1: SENIOR PROCUREMENT & HUMAN RESOURCE MANAGER

Role
USAID’s West Bank & Gaza Compete Project requires a long-term Senior Procurement & HR Manager to meet the demands of a complex, performance-based Scope of Work. The project works across four major sectors essential to the future prosperity of the Palestinian economy. With an implementation approach that relies heavily on a steady stream of local, regional and international consultants, as well as local subcontracts and $10 million worth of grants/procurement, the need for efficient program implementation is paramount.
The Senior Procurement & HR Manager will serve as an integral link between the technical and compliance and back office teams to ensure that activity implementation is completed through the most appropriate and efficient use of project resources, including meeting the vetting requirements of the USAID Mission.
Responsibilities:
The Senior Procurement & HR Manager will provide support to two functional areas of the Compete Project: 1) Procurement, 2) Human Resource Management.
-Work to support the sector managers and under the supervision of the DCOP, the incumbent will advise on the most appropriate and effective implementation mechanism for achieving programmatic results that meet work plan objectives and remain fully compliant to USAID/USG regulations.
-Work with the Compete staff to ensure that all technical and administrative critical path actions necessary to meet schedules, deadlines and deliverables are identified, programmed and acted upon, such as document preparation, TAMIS data input, and USAID approvals.
-Assist the Compete staff with the preparation of technical implementation documents such as scopes of work and activity budgets for consultants, subcontractors, and grant agreements.
-Prepare CPG paperwork for review by DCOP for onward approval requests, award and close-out.
-Provide quality assurance reviews on all CPG-related requests to streamline the procurement and grants life-cycle.
-Participate in grantee and procurement selection committees and processes.
-Provide support with CPG processes, including advising on procurement requirements, completing file preparation, ensuring transparency, and helping to ensure that competition is exercised to the maximum extent possible.
-Assist with training on procedures for standardized analysis and recording of grant and subcontract budget estimates for allowability, allocability, reasonableness and consistency.
-Assist in the overall management and inventory tracking for Compete property, including its allocation to staff, grantees, safekeeping and program implementation.
-Ensure that internal controls, project systems, and reporting workflows are being followed.
-Maintains organization staff by establishing a recruiting, testing, and interviewing program; counseling managers on candidate selection; conducting and analyzing exit interviews; recommending changes.
-Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors.
-Maintains historical human resource records by designing a filing and retrieval system; keeping past and current records.
-Maintains human resource staff job results by counseling and disciplining employees; planning, monitoring, and appraising job results.
Requirements:
-Bachelor’s Degree in relevant field. Masters preferred
-7 years of work experience in Procurement and/or HR management
-Excellent analytical and organizational skills
-Excellent English communication skills including written communications
-Ability to travel throughout the West Bank and Gaza
