The Program / Department / Team (Program / Department Summary)

Operations Department provides key support to the entire country program in procurement, asset management, warehouse management, fleet management and facilities & office management for successful program implementation. 

The Position (General Position Summary)

The Senior Procurement Officer is responsible for overseeing procurement aspects of Mercy Corps’ logistic operation and working closely with Program, Administration, Finance and Logistics. The Senior Procurement Officer is instrumental in supporting program activities through their services.

Essential Responsibilities (Example Section Below - Adapt to Specific Role)

·         Responsible for the oversight of all procurement activities for the assigned project

·         Manages procurement process for a threshold of $5000 and above

·         Responsible for analyzing PR from $5000.00 and above

·         Responsible for preparing and reviewing RFP/RFQ in line with PR for thresholds of 25000 and above

·         Responsible for chairing grading invitations

·         Prepares bid selection matrix

·         Prepares a tender summary for review and approval

·         Draft procurement contract/PO for review and approval

·         Ensures procurement file is reviewed for documentation according to the checklist and quality content of supporting documents

·         Oversees procurement tracker and vendor experience notes

·         Responsible for the uploads of all contracts/PO's to the subawards report

·         Participates in assigned project regular meeting to discussed procurement plan and anticipated procurement planning.

·         Leads new recruit procurement orientation

·         Stay up to date on all relevant MC policies, procedures, manuals, and Guidelines to ensure compliance

·         Supports procurement initiatives

·         Enforce proper use of procurement ceilings and approval procedures

Minimum Qualification & Transferable Skills

  • 5-7 years of experience in large scale procurement.
  • Strong organizational skills.
  • Ability to interact effectively with international and national personnel.
  • Excellent oral and written English skills.
  • High computer skills on MS Office programs, especially in MS Excel.
  • Strong organizational skills.
  • A demonstrated ability to multi-task and process information into action so as to not delay program activities.
  • A clear understanding of procurement ethics and donor compliance is essential.

Success Factors

The successful Procurement Officer will coordinate procurement tasks to deliver successful programs while demonstrating excellent stewardship of donor funds and compliance with Mercy Corps and donor regulations. They will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a managerial and training capacity while demonstrating the ability to multi-task, meet deadlines and process information in support of changing program activities. The most successful Mercy Corps staff members have a solid commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.

Living Conditions / Environmental Conditions

The position is based in Ramallah, Palestine and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
