ORGANIZATIONAL CONTEXT
The job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.
JOB PURPOSE
To support effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs, with special focus in long-term interventions and joint programmes in the Gaza Strip.
To provide specialized support to the field office and country office to enhance Gender transformation programming and mainstreaming
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the Programme Policy Officer, the incumbent s/m will be responsible for the following:
- Under Social Behaviour Change Communication (under technical supervision of CO Nutrition team):
- In coordination with the Country Office (CO) Programme/Nutrition team, provide technically and programmatically sound contributions towards the expansion of the SBCC interventions in Gaza Strip.
- Provide efficient coordination and specialized project management support to a range of programmes, including the Social Behavior Change SBCC programme at the Gaza Strip level, to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
- Identify areas of alignment with other ongoing and planned interventions that can further enhance the impact of the SBCC programme. Work with relevant field and country office teams to promote complementarities between programmes.
- Lead and ensure accurate, timely recording of data collected by WFP and/or cooperating partners (e.g. assistance programmes, food security and vulnerability assessments), and ensure consistency of the information presented to stakeholders.
- Support the capacity building of WFP staff, cooperating partners and national government within the programmatic area. Supervise a small team of support staff working on SBCC.
KEY ACCOUNTABILITIES CONT'D
- Accountability to Affected Population (AAP) (under technical supervision of CO Programme Policy Officer for Gender/Common Feedback Mehcanism (CFM)/AAP):
- Ensure that Gaza field office and its partners are compliant with the standard operating procedures (SOP) on Community/Common Feedback Mechanism (CFM).
- Ensure liaison with cooperating partners and other humanitarian actors as relevant on any issues raised through the CFM to close the feedback loop.
- Work with the AAP officer in the country office, relevant units at CO, and relevant agencies/organizations to support the roll out and strengthening of the Inter-Agency CFM.
- Produce regular reports analyzing trends feeding up through CFM, and raise awareness of the CFM components among affected populations and response partners.
- Follow up on PSEA matters in coordination with CO.
- Work with programmes and the AAP officer in the country office on communications with communities.
- Supervise a small team of support staff working specifically on CFM, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.

- Gender (under technical supervision of CO Programme Policy Officer for Gender/Protection/AAP):
- Contribute to the development of programme activities, plans and processes, ensuring alignment with gender policies and guidance. Liaise with internal and external counterparts to ensure effective collaborationand potential patnerships in the area of gender.
- Support the sensitization and capacity building of WFP staff, partner staff and Government representatives by developing training materials, designing and delivering gender trainings.
- Produce operational research and analytical products of relevance to gender.
- Collaborate closely with the communications team to develop gender sensitive and gender centred communications materials for internal and external purposes.
Lead the implementation of the annual Gender Action Plan in the Gaza Strip.
STANDARD MINIMUM QUALIFICATIONS
Education:
- Bachelor’s degree or equivalent in Nutrition, International Health and Nutrition, Social Behavior Public Health, Family Health Food Technology, or any relevant field of study. Advanced degree is an asset.
Experience:
- At least seven years of experience working in the field of Programme implementation and management mainly in the field of nutrition/social behavior and public health projects.
- Good Working experience with NGOs, UN Agencies and Government.
- Good Working experience with people at the community level.
- Knowledge of geographical areas.
- Experience supporting capacity strengthening activities.

TERMS AND CONDITIONS
Fixed-term Appointment: an appointment for a continuous period of one year and shall have a specified expiration date and subject to a probationary period of one year, which may be extended to 18 months.
Staff Assessment A staff assessment, comparable to national income tax, shall be applied to the gross salaries and such other payments as are computed on the basis of salary, The assessment shall be calculated at rates set forth in the FAO Administrative Manual.
Duty Station: Gaza
Dependency allowances: applicable to children up to 18 years of age, or up to 21 years in full-time school attendance
United Nation Joint pension fund a deduction of 7.9% from the pensionable remuneration will be made from the net salary, the WFP will contribute of 15.8%
Medical Insurance: mandatory for staff member and can be extended to dependents in a cost sharing
Annual leave: 2.5 days a month and Sick leave: 2 days per month
Official Holiday: 10 days as officially established for each duty station
