About CRS 

Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.

CRS has been present in Jerusalem, West Bank, and Gaza (JWBG) since 1961. In JWBG, CRS currently supports programs in the sectors of humanitarian relief, livelihoods, civil society strengthening, and social justice promotion through its field offices, in Jerusalem, Gaza, Ramallah, and Bethlehem. CRS is working to provide rapid emergency assistance to conflict affected communities in Gaza and the West Bank in the sectors of multi-purpose cash; shelter; psycho-social support; food assistance; and water, sanitation, and hygiene (WASH). Job Summary:

CRS is seeking Senior Project Officers as members of the project teams in the sectors of psychosocial (PSS), food security, shelter and water, sanitation and hygiene (WASH). As an SPO, you will manage and provide technical oversight of the development and implementation of JWBG Country Program’s (CP) emergency response and recovery programming, ensuring effective systems and processes are in place that support high-quality programming that advances Catholic Relief Services’ (CRS) work in serving affected population. Your knowledge and skills in emergency programming and your management abilities will ensure the delivery of high-quality emergency programming that applies best

Roles and key responsibilities:

  • Collaborate closely with CP Senior Management Team and Emergency Technical Advisors to manage emergency response and recovery activities in line with CRS quality standards, donor requirements, and national/international standards.
  • Ensure program components are implemented in an integrated manner with ongoing CP programming while prioritizing staff safety and security.
  • Manage talent effectively by providing coaching, tailoring individual development plans, and overseeing recruitment and performance management for direct reports.
  • Lead program/project reviews with staff and partners, document good practices and lessons learned, and adjust strategies and implementation plans accordingly.
  • Represent the organization and maintain regular communication with donors, INGOs, the UN, and local stakeholders to stay informed of changing needs and opportunities on the ground.
  • Serve as the technical lead to ensure quality emergency proposals and contribute to budgeting and staffing plans for proposals.
  • Identify and address emergency capacity building needs for staff and partners by planning and delivering training programs and activities.
  • Ensure timely and appropriate project expenditures and efficient use of project material sources.

Basic Qualifications:

  • Master’s degree in international development, International Relations or relevant field.
  • Minimum of 5 years of field-based work experience in a program/project management position with an international NGO, with preferably at least 2-3 years working in emergency response programming. Additional experience may substitute for some education.
  • Strong knowledge of emergency guidelines and standards.

Required Languages – English and Arabic fluency is required.

Travel – Must be willing and able to travel up to 20% across Gaza

Knowledge, Skills and Abilities:

  • Strong strategic, analytical and problem-solving skills, with ability to make sound judgment and decisions with limited or incomplete information and offer innovative solutions.
  • Strong representation and relationship management abilities. Ability to relate to people at all levels internally and externally.
  • Ability to work long hours in a fast-paced environment and juggle multiple priorities.
  • Able to live in an environment where everyday comforts are not ready available.
  • Ability to function well in a stressful environment, stay focused, and maintain sufficient work life balance with limited options for downtime activity.
  • Proactive, resourceful, solutions-oriented and results-oriented

Preferred Qualifications:

  • Demonstrated ability to represent the organization at coordination meetings with donors, local government, UN, and other international NGOs.
  • Experience with emergency proposals and strategy design. Familiarity with policies, procedures, and priorities of USAID, DFID, UN agencies and Caritas agencies preferred.
  • Strong experience implementing market-based approaches in emergency programming
  • Experience in building and motivating diverse and talented teams.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
