Senior Project Officer
Main role:
The Senior Project Officer ensures the smooth implementation of the project in compliance with contractually agreed targets, scope, duration, budget, and donor compliance obligations.
She/he is responsible for the active daily follow-up of project activities ensuring results-based management is integrated along with proper effective and efficient consideration of project’s constraints of time, budget, and quality.
She/he coordinates with other departments and stakeholders to ensure all aspects of each project are compatible to fulfil target group’s needs.
Main responsibilities:
Project Management
- Oversees daily direct and indirect project activities implementation in accordance with the project plans and ensures the progress of project achievements is being made within time, budget, and quality metrics.
- Develops a detailed project plan to monitor and track progress.
- Manages changes to the project scope, project schedule and project costs using appropriate verification techniques.
- Re-plans as necessary involving all relevant stakeholders and ensuring technical feasibility.
- Manages the relationships with the partners and other stakeholders.
- Reports monthly following Tdh standards and escalates to management as needed.
- Performs risk management to minimize project risks.
- Creates and maintains comprehensive project documentation.
- Participates as an active member in regular internal and external coordination meetings.
- Attends capacity building opportunities as required to maintain proficiency.
- Performs other related duties as assigned.
Financial, Logistics and Compliance Management
- Meets budgetary objectives and make adjustments to project constraints based on budget re-planning, monitoring, analysis, and reporting.
- Ensures resources availability and allocation.
- Works closely with the support services departments on all financial and logistical issues.
Strategy and Project Development
- Contributes to identify new types of intervention through regular assessments at field level.
- Contributes to the mapping of all relevant stakeholders.
Monitoring and Evaluation
- Monitors the humanitarian situation in the areas of intervention and conducts field visits to verify project activities are implemented according to contractual targets and up to quality standards.
- Works closely with the MEAL team to ensure project monitoring systems are in place and that reviews are undertaken.
- Ensures accountability and transparency to beneficiaries, communities, and donors.
Reporting and Communication
- Produces and submit regular reports (sitreps, donor’s reports, …).
- Produces case studies and success stories.
- In collaboration with the communication department, provides regular internal and external communication products focusing on the project activities.
- Ensures proper and regular documentation (+ sources of verification) of the project.
Representation and Organizational Policies
- Represents Tdh at relevant meetings with communities, local authorities, or any other relevant identified stakeholders.
- Promotes and encourages a culture of compliance and ethics throughout Tdh. Maintains a clear understanding of Tdh’ and donor compliance and ethics standards and adheres to those standards.
- Is aware of, abides by and promotes the practices and values set out in all other Tdh policies and procedures.
Safety and Security
- Complies with Tdh security regulations and ensures that safety measures and guidelines are known and followed by all the project staff.
- Monitors the security situation in the operational areas and establishes a good understanding of the context and risks associated with a changing environment.
- Reports any security/safety incident and/or risk to the top management.
- Develop a network to facilitate the project acceptance.
Other duties
Complete other duties at the discretion of the management.

Requirements for the position:
Qualifications
Bachelor’s degree or master’s level qualification in appropriate field of social science studies.
Experience
- Minimum of 5 years’ proven experience with (I)NGO in a similar position (mandatory).
- Proven working experience in project management.
- Experience with GBV, Child Protection case management and MHPSS.
- Strong knowledge of grant management with adherence to donors’ regulations (financially and technically).
- Proven experience of managing relationships in local partner(s) with numerous stakeholders in different locations.
- Demonstrable experience in building relationships and representing the organization to external stakeholders active in the area of intervention.
- experience in capacity building, training development and facilitation in areas of project implementation.
Competencies
- Demonstrated skills in project cycle management.
- Capacity and willingness to be extremely flexible and accommodating in difficult and sometimes difficult working circumstances.
- Ability to work well and punctually under pressure in very volatile contexts.
- Excellent analytical, organizational, problem-solving skills.
- Excellent communication, negotiation, and dispute resolution skills.
- Excellent written, spoken and reporting skills in both English and Arabic
- Very good IT skills including (MS Office).

- Reports serious cases of abuse on children identified by the Child Protection team to the Country Representative. Strict confidentiality must be respected.
