Position Title: Senior Project Officer – Soil and Water Conservation

Location: Jerusalem or Bethlehem Reports To: Head of Programs

JOB SUMMARY:
The Senior Project Officer (SPO) will work closely with CRS’ implementing partner in support of the CRS’ Soil and Water Conservation for Herders (SWCH) Project. Under the supervision and guidance of the Head of Programs (HoP), the SPO will be responsible for project planning and implementation, timely and accurate reporting to the HoP, partner support, project monitoring and evaluation, and representation of the project to the local government and other stakeholders.
CRS’ Soil and Water Conservation for Herders (SWCH) Project aims to increase the resilience of herding communities in Area C to threats to their livelihoods. The project will rehabilitate watersheds in rangelands and promote community-based natural resource management so that rangelands become more drought-resistant and produce more fodder for livestock. Additionally, the project will train participants on enhanced livestock management and feeding practices in order to maximize the impact of increased rangeland productivity.

PRIMARY RESPONSIBILITIES:

Program Quality, Learning and Innovation:
1-Coordinate and oversee project activities for SWCH, ensuring timely implementation of soil and water conservation (SWC) activities and livestock management training.
2-Ensure technical quality of SWC and livestock management training activities; provide technical support for local project partner
3-Lead regular project monitoring and periodic project evaluations
4-Ensure participatory project planning and implementation processes
5-Provide timely project reports and field reports to HoP as per reporting schedule
6-Ensure accountability to project beneficiaries and local stakeholders
7-Take part in regular team meetings, program and staff meetings

Program Management/Administration:
1-Budget oversight: Review project expenditure reports to ensure that the project is not over- or under- spent and that expenditures adhere to the approved budget; assist partner with financial and liquidation reports; in coordination with the Head of Programs, request budget modifications from the donor as needed.
2-Administration: Maintain the project’s compliance with CRS and donor policies and procedures, including those of administration, procurement, finance and marketing and branding.
Coordination/Representation:
1-Partnership: Work closely and collaboratively with implementing partner in all phases of the project cycle, adhering to CRS principles of subsidiarity; support their capacity development throughout implementation by providing technical assistance and/or financial and administrative support.
2-Representation: represent CRS at relevant donor, government and coordination meetings and coordinate with other implementing partners in similar sectors and geographic locations.

Key Working Relationships:
Supervisory: None
Internal: Head of Programs; Regional Technical Advisor for Agriculture; Technical Advisor for Soil and Water Conservation; M&E Officer
External: Local partner organization; technical advisory board composed of government representatives; project donor; local government officials and community leaders

QUALIFICATIONS:
Technical/Professional
1-University degree in community development, natural resource management, or related field.
2-Minimum of 5 years work experience in the field of development
3-Previous experience coordinating soil and water conservation, natural resource management, livestock management, and/or cash-for-work projects. Preference given to candidates who demonstrate experience in more than one of these project areas.
4-Past experience implementing projects in Area C of the West Bank
5-Demonstrated experience in community mobilization and partner capacity building
6-Excellent interpersonal and communication skills – fluency in English and Arabic (written and spoken) essential.
7-Proficient in MS Office Suite including Word, Excel, Outlook, and PowerPoint
8-Self-motivated and able to work with minimal supervision
9-Good organizational skills and ability to prioritize work and meet deadlines
10-Willingness to travel to/from rural project sites in Hebron Governorate on a regular basis

Physical Requirements/Environment
The SPO is based in the CRS Jerusalem (Beit Hanina) or Bethlehem office, with regular travel to rural project sites in the Hebron Governorate.
