Tetra Tech DPK is implementing the Justice Sector Assistance Project (JSAP) IV under a contract funded by the Bureau of International Narcotics and Law Enforcement Affairs (INL).  JSAP IV is a five-year project (one base year and four option years) and serves as follow-on to three predecessor projects JSAP I, II, and III. JSAP IV provides support across the West Bank to the Public Prosecution Offices (PPOs), Palestinian Civil Police (PCP), Military Justice Commission (MJC), the Civil Defense (CD) and the Preventive Security Organization (PSO).

JSAP IV is seeking to hire qualified personnel to fill the following position:

Senior Researcher for the Military Justice Commission (MJC). This position is based at the MJC offices in Ramallah. The Senior Researcher will work under the overall supervision of the PPO and MJC Advisor and is responsible for the successful implementation of activities supporting the MJC.
 

Primary tasks of the MJC Senior Researcher will include:

-Assess the capacity of the MJC and develop appropriate capacity building plans to be implemented through mentoring, training programs and workshops.
-Provide quality technical support to the MJC to enhance their implementation capacity, including planning, discussing improvements on a regular basis and providing tailored technical support to address identified gaps.
-Provide technical advice to the MJC in terms of strategic planning and other institutional planning.
-Under the guidance of the Military Justice Commissioner, develop and draft implementation agreements for the execution of project activities with the MJC, including preparation, drafting and proof reading of agreements with national and donor counterparts.
-Prepare research and working papers on given thematic areas as requested by the project.
-Identify training and development needs within the MJC in cooperation with the business managers and human resources department.
-Designing and expanding training and development programmes based on the needs of the MJC and the individuals.

Candidates should meet the following minimum requirements:

-University degree in Law, Public Administration or related field.
-Strong legal background with At least four years of experience in the field of institutional development and capacity building within the justice sector or other similar sectors.
-Strong verbal and written communication skills in Arabic and English.
-Prior experience working on international donor-funded rule of law projects is an asset.
-Ability to work collaboratively with Palestinian and international counterparts.
-Solid computer skills.
-Ability to work within a team and under pressure.
-Ability to travel across the West Bank.
