Summary of Position:
IREX seeks qualified Senior Technical Expert in Youth Development candidates for an anticipated five-year USAID-funded program in the West Bank and Gaza to transform vulnerable youth into productive, contributing citizens who are connected to their communities. To achieve this goal, the program will increase opportunities for Palestinian youth to realize their potential and to effectively contribute to social and economic development.

Summary of Responsibilities:
-Support and advise the COP and other project staff on various technical fields related to the project
-Lead technical design and implementation of community and youth development interventions in line with project objectives and global and regional best practices in youth development
-Oversee and supervise technical team of experts and program managers across sectors
-Conduct community stakeholder mapping and assessments
-Engage entire community – including youth, families, organizations, and local leaders in capacity building and community programs
-Develop and implement workplans in line with program strategy, donor priorities, and local needs. Coordinate closely with donor and stakeholders on program design and implementation
-Develop relationships with national and community level stakeholders, including public sector, youth organizations, and private sector
-Ensure smooth coordination and flow of information with entire project team, particularly compliance, monitoring and evaluation, and communications
-Serve as positive youth development leader and role model for team, stakeholders, communities, and youth
-Frequent travel to project sites
-Other duties as assigned

-A Bachelor’s Degree in Social Sciences or a field related to the technical design of the activity. A Master’s degree in a field related to youth development programming is preferred but not required;
-Must have a minimum of five years of relevant experience in community and youth development (i.e. community mobilization, community development, capacity building and youth empowerment), preferably in an international organization;
-At least 5 years of experience in managing staff to implement youth or development program goals and objectives
-Proven managerial experience through prior work in a relevant area such as accountability, community communications, community and youth development or mobilization and holding positions of progressive responsibility;
-Demonstrated ability to work effectively with communities, government and other stakeholders at local level;
-Experience in working in participatory community processes an in leading participatory monitoring processes;
-Experience in training, facilitating focus group discussions, community consultation;
-Full Professional Proficiency in spoken and written English is required. Must be able to use the language fluently and accurately, and be able to read all styles and forms on all levels pertinent to professional needs.
-Full or moderate professional proficiency in spoken and written Modern Standard Arabic is required. Must be able to use the language fluently and accurately, and be able to read all styles and forms on all levels pertinent to professional needs
