GENERAL POSITION SUMMARY PYE is a five-year, multi-million-dollar youth development program funded by USAID led by Mercy Corps, in partnership with the International Youth Foundation (IYF) and 7 national organizations. The program focuses on youth ages 10-19. The Senior Technical Expert in Youth Development will lead the technical design and implementation of activities related to the learning component, institutional capacity building, youth facilitators network, and elevation of positive youth development (PYD) principles and approaches in partner capacity strengthening and PYE monitoring and evaluation. This will include ensuring the delivery and quality assurance of learning activities through management of the Master Trainers and Trainers network and coordination with target community based safe spaces. In addition, the STE will ensure strong oversight of a fully integrated learning technical approach across all partner organizations and safe spaces, directly supervising the learning Component (IYF), and contributing to the continuity and advancement of the Youth Pathways (MC) and Profound Stress and Atonement (MC). The STE will also manage the Learning Component and related capacity building activities and interventions (IYF) in Gaza in collaboration with the partner organization there.  The STE will provide technical advisory to the COP regarding the ongoing learning and institutional capacity building activities across partners and safe spaces, contribute to the development of the PYE sustainability approach and tools, and contribute to managing related interventions.

CORE JOB RESPONSIBILITIES

  1. Technical Leadership and Program Management: Lead technical design, implementation, and management of PYE program learning, institutional capacity, youth facilitators, and PYD integration activities, ensuring efficient execution and achievement of outcomes in line with program’s mandate, Monitoring and Evaluation Framework, and programmatic workplans.
  2. Partnership and Stakeholder Management: Contribute to the management of relations with internal and external stakeholders including partner organizations regarding the learning and institutional capacity building activities and interventions and provide technical support to the partners to sustain related efforts in line with the mandate of the program, IYF's Scope of Work, PYD approaches and in support of program expansion. Further, serve as the PYE Ambassador to specific partner organizations with extended scopes of work per the mandate of the program and requirements of the Donor.
  3. Team Leadership and Supervision: Provide leadership, supervision, and mentorship to the Learning Component staff, ensuring alignment with organizational values and work norms, promoting a healthy work culture, and facilitating the development and execution of PYE’s annual workplans. Further, engage positively with other staff members to facilitate effective linkages between the Learning Component and the other Components.
  4. Strategic Task Management and Initiative: Manage strategic tasks included in the work plan and those delegated to by the COP, using creative resource management approaches, innovative problem-solving tactics, and providing necessary interventions for inclusion in the program's execution.
  5. Institutional Development and Strategic Contribution: Support IYF’s local and global strategic priorities and initiatives for quality, growth, and thought leadership. Actively contribute to the strategic implementation of the PYE program.
  6. Timely Communication and Documentation: Facilitate effective communications between program and IYF/Mercy Corps technical experts, ensuring timely and detailed responses to requests, proper documentation of decisions, and clear written communication on technical matters.
  7. Task Ownership and Accountability: Demonstrate dedication and accountability in handling specific tasks aligned to IYF's SOW and annual work plan delegated by the COP, ensuring prompt completion and adherence to program requirements.
  8. Report and Assessment Management: Manage and technically contribute to the creation of key program documents, including progress reports, terms of reference, assessment reports, and impact measurement reports in addition to other documents required by the Donor.
  9. Support and Collaboration: Maintain a supportive, professional, and collegial attitude towards PYE leadership and staff, collaborate closely across all program components, and promote a positive work environment with team members and partners.
  10. Legal representation: Act as IYF representative in legal and administrative matters in Palestine.

REQUIRED SKILLS AND EXPERIENCE

  • Located in Palestine - West Bank
  • Senior experience in capacity strengthening of organizations, including academia/universities
  • A minimum of 15 years of experience in social sciences, youth sector, education, business administration, or related field. 
  • Master’s degree in a relevant field. 
  • Experience working in Palestine, and existing professional networks within organizations and civil society actors engaged in youth development in Palestine.
  • Experience in project design, project management, and training and capacity building.
  • Demonstrated knowledge of positive youth engagement and development, curricula design and adaptation, advanced training linked to work placement training programs, gender, and social inclusion of youth who live with disabilities.
  • Strong interpersonal communication, presentation, teamwork, and analytical skills.
  • Excellent written and oral English and Arabic language in line with USAID reporting and communications guidelines.
  • Ability to think innovatively and to develop relevant skills among external stakeholders, related staff, partners from the civil society, and youth.
  • Experience engaging with a variety of audiences including academia, the private sector, and the public.
  • Positive and professional attitude, including ability to work well in a team setting.
  • Strong ability to organize work, meet deadlines, maintain composure under pressure, prioritize work, coordinate multiple tasks and maintain attention to detail. Excellent skills using technology and computer software, including but not limited to, MS Word, Excel and PowerPoint.

LOCATION Palestine - West Bank (all applicants must be located in West Bank and have the legal right to work in Palestine)

SUPERVISOR: Regional Director – Africa and Middle East. This position reports on a day-to-day basis to the Positive Youth Engagement (PYE) Chief of Party (COP) in Palestine.
