JOB DESCRIPTION Job Title: Shelter Cluster Coordinator
Job Location: Jerusalem
Job Purpose Summary
To coordinate the Palestine Shelter Cluster based on IASC guidelines, in close cooperation with partner agencies, sub-cluster leads, and the ICCG.
Key Responsibilities
Ensure appropriate coordination with all humanitarian partners through cluster coordination mechanisms, including convening regular meetings. Ensure coordination and quality control of shelter working groups and sub-clusters. Ensure necessary coordination with other clusters/sectors, OCHA and the ICCG. Develop necessary support documentation and structures for the functioning of the Shelter Cluster, including but not limited to TORs, data collection methodologies and strategic plan. Ensure the Shelter Cluster focus on humanitarian response, early recovery, disaster risk reduction, and the ongoing effects of protracted forced displacement. Represent the Shelter Cluster in discussion with external actors. Carry out advocacy activities to promote Shelter Cluster objectives. Ensure utilization of community and participatory based approaches in needs assessments. Carry out/coordinate assessments/studies of targeting information gaps of vulnerable groups, and Carry out training sessions, as required. Ensure appropriate information management, including through developing and maintaining a unified shelter database. Ensure monitoring systems are in place to review impact of Shelter Cluster activities. Oversee NRCs Shelter Sector Coordination project, including project cycle management.
Qualifications and Competences
Academic and Professional Qualifications
Advanced degree in relevant field Relevant Experience Minimum five years of experience in emergency shelter response Experience and knowledge of humanitarian coordination mechanisms Eexperience in project management/coordination Knowledge, Skills & Personal Attributes Good communication and interpersonal skills Strong organizational and team working skills Good cultural awareness and sensitivity Highly approachable, trustworthy and confidential Excellent command of English and Arabic, both written and spoken Very good drafting skills, computer (IT) skills Knowledge of NGO operations and the dynamics of the humanitarian sector Ability to work under pressure and with limited supervision.
