Shelter Coordinator/Gaza
The Norwegian Refugee Council (NRC) re-established its presence in the Occupied Palestinian Territory in January 2009 and is developing programme activities in the sectors of shelter, education, food security and the provision of information, counselling and legal assistance (ICLA). The long term objective of the programme is to contribute to improved protection and living conditions for refugees and internally displaced persons in the oPt.

Job Purpose Summary
With the support of the Area Manager and using the Inter Agency Standing Committee (IASC) guidelines the primary function of the position is to ensure that NRC fulfills the role as Shelter/NFI Sector Lead agency. Additionally the position is to support all NRC Gaza shelter related activities.
Key Responsibilities
-Ensuring appropriate coordination with all humanitarian partners through appropriate sector coordination mechanisms, including working groups, including responsibility for chairing meeting and taking minutes
-Ensure effective links and coordination with other sectors/clusters through commitment to inter cluster meetings and initiatives, including regular attendance to the sector leads meeting
-Represent the interests of the Shelter Sector in discussions with UNOCHA and other stakeholders
-Carry out advocacy activities including but not limited to producing Fact Sheets and contributing to the UN humanitarian monitor
-Ensure utilization of participatory and community based approaches in needs assessment and new studies
-Carry out new assessments/studies targeting information gaps on vulnerable groups including; female headed households, households including persons with disabilities and households affected by the restricted zone.
-Revise and develop the Shelter Reconstruction Guidelines in a participatory manner
-Ensure adequate contingency planning and preparedness for new emergencies
-Responsible for the database www.sheltergaza.org ensuring it is up-to-date and contains accurate data
-Maintain and develop the Unified Shelter Sector Database (USSD)/Maintain other Programme databases if required
-With support from the AM Carry out the sector lead agency requirements for the CAP process
-Ensure monitoring mechanisms are in place to review impact of the Shelter sector activities
-Promote/support and provide training to humanitarian actors especially local organizations
-Support all NRC Gaza shelter projects including project proposal development
-Manage consultants and NRC staff as required
-Be responsible for NRC output indicator reporting
-Track financial issues with the support of the Area Manager
-Additionally the position will actively support the NRC Gaza management team in general programmatic issues and the development of new NRC programmes, including but not limited to shelter activities.

Qualifications and Competences
Academic and Professional Qualifications
-Relevant university degree (preferably in civil engineering)
Relevant Experience
-Minimum 5 years of relevant professional experience in coordination and shelter project management
-Demonstrated ability for leadership in context of partnership-building and consensual decision-making
-Demonstrated experience in team-building and information management skills
-Proven experience in written and oral presentation

-Good communication and interpersonal skills
-Strong organizational and team working skills
-Good cultural awareness and sensitivity
-Highly approachable, trustworthy and confidential
-Very Good English Language level (Business English is a plus)
-Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
-IT proficiency is a plus
-Knowledge of shelter-related technical guidelines, standards, and indicators

Achieve effective coordination between shelter sector members in order to ensure that shelter/NFI needs are met and duplication avoided
Design and maintain appropriate information management tools
Provide effective support to any shelter related research
Organize annual trainings for shelter sector in an efficient manner
Provide timely and relevant input into shelter sector advocacy initiatives
