Shelter Coordinator
Job Description
NRC is seeking a Shelter Coordinator to join its West Bank Area Office, the position will be part of an exciting team establishing Shelter programming in the West Bank for NRC West Bank Area Office. The Coordinator will support in the project design, identifying potential areas of geographical intervention, and be responsible for needs assessment and implementation of programmes and contribute to Shelter reports. As NRC establishes Shelter programming in the West Bank Area Office they will be part of a new team that will start with a small programme with the intention of growth overtime to meet the needs of the people we work with in the West Bank.
Responsibilities
Generic responsibilities:
- Line management of Shelter project field staff
- Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies
- Contribute to Shelter strategy development, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market-based programmes
- Manage and implement delegated portfolio of Shelter projects (activities, budget and project documentation) as delegated from AM in line with proposals, strategies and donor requirements, and ensure high technical quality
- Provide regular progress reports to the AM and Shelter Specialist
- Promote and share ideas for improvement and necessary changes in the activities
- Ensure that projects target programme participants most in need of protection, explore and asses new and better ways to assist
- Ensure capacity building of project staff and transfer key skills
- Liaise and collaborate with relevant local authorities and other key stakeholders
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
- Responsible to oversee programmatic activities and staff to ensure that the programme meets and exceeds the highest standards in terms of quality, compliance, accountability, and service to project participants.
- In coordination with the Shelter Specialist and AM, contribute to the Shelter projects design, inputting on needs and possible geographical areas of intervention, leading need assessments, as well as contribute to project reports.
- Responsible for planning, ensuring minimum standards of technical quality in all activities and interventions. Ensuring they are realistic, in line with project specific objectives and on budget.
- Manage and monitor project finance and budget; maintain strong control on budgets ensuring spending in line with spending plans and in compliance with donor and NRC grant management guidelines.
- Coordinate with other Shelter stakeholders, such as Shelter Cluster, other INGOs and local partners implementing projects in the Area for integrated programming to avoid duplication. In close collaboration with the MEL Officer, ensure that lessons learnt and success stories from the programme are effectively documented and shared.
- Responsible for accurate and high-quality Monitoring and Evaluation of NRC shelter programme activities, including information management and archiving, and ensuring timely and quality monthly progress against project indicators.
- Ensure all stages of the project management cycle are implemented
- Ensure capacity building for Shelter staff, relevant both for programme implementation and staff development.
- Actively coordinate with other NRC Core Competencies (CCs) to ensure integrated programming where possible.
- Work in close alignment with the Shelter Specialist to ensure field learning is monitored and captured.
- Ensure work is implemented and carried out in line with the workplan

Qualifications
Generic professional competencies for this position:
- Experience from working a Shelter project implementation position in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
Context related skills, knowledge and experience:
- Minimum 3 years of experience from a mid-level senior level project implementation position in a humanitarian context
- Experience in implementing Shelter programming in the West Bank
- Experience working with vulnerable groups; able to demonstrate conflict-sensitivity, compassion, discretion
- Strong focus on documentation and securing beneficiary data
- Ability to work independently and creatively
- Fluent in Arabic, written and verbal
- Previous experience working in emergencies, an asset
- Previous experience with Cash as a Shelter modality, an asset
