Role and responsibilities.
The purpose of the officer position is day-to-day implementation of the Shelter projects.
Generic responsibilities
- Ensure adherence with NRC policies, tools, handbooks, and guidelines.
- Implement delegated Shelter project portfolio according to plan of action.
- Prepare and develop status reports on the progress of project activities as requested by the supervisor or management.
- Ensure filing and visual documentation of project implementation.
- Promote and share ideas for technical improvement.
- Actively participate in developing work plans for project activities.
- Cooperate with relevant partners and local authorities in line with project activities.
- Conduct regular monitoring field visits and participate actively in the overall project monitoring process.
- Contribute to implementation of Safe and Inclusive Programming Minimum Standards across your area of work.
- Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist.
Specific responsibilities
- Support in the development of Shelter implementation projects and work plan (technical assessments, accurate drawings, reports, scope of work, Bill of Quantities).
- Support in the preparation of project tools (household assessment, ranking, scoring) and tender process documents in cooperation with Shelter Technical Officers.
- Lead technical supervision of Shelter projects and report field level progress in implemented activities based on implementation work plan.
- Supervise, guide, and plan daily goals and activities of Shelter Assistants in accordance with set work plans.
- Coordinate with project partners at technical level
- Ensure technical quality control in implementation, both at household and community level.
- Review /approve implementation measurement sheets and review/check contractor’ invoices.
- Participate in emergency response activities, including rapid assessments, emergency distributions, cash distributions, and working within the humanitarian response framework.
- Support the efficient and cost-effective use of NRC’s assets and resources in order to maximise funding to beneficiaries.
- Undertake any other reasonable task assigned by management.

Generic professional competencies:
- At least 3 years’ experience working in a humanitarian/recovery context holding similar responsibilities as an officer position.
- Experience in field coordination.
- Documented results related to the position’s responsibilities.
- Good command of English language, both written and verbal.
Context/ Specific skills, knowledge and experience:
- Bachelor’s degree in civil engineering or any relevant field.
- Knowledge in both technical/engineering and social/protection aspects of project implementation.
- Experience communicating effectively with stakeholders and communities.
- Experience supervising construction projects.
- Fluency in Arabic, both written and oral.
We value reliability and organizational skills, and we are looking for someone who can communicate effectively, work well in a team, and handle pressure. Basic analytical and IT skills are also desirable.
In this position, you will join a highly motivated and experienced team making a difference for vulnerable people in one of the world's most complex humanitarian crisis.
Additional Information:
Contract duration: 12 months.
Working hours: 40 hours/week, Sun-Thu (5 days per week)
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Gaza (open to Gaza strip residents only)
