What we are looking for:

An experienced Shelter Specialist to provide strategic direction and technical support to the shelter programme and ensure quality assurance. The Shelter Specialist is also responsible for the technical mentoring, training, and capacity development of relevant staff. 

What you will do:

  • Develop the Core Competency (CC) strategy action plan including initiatives planned to achieve the strategy, along with CC specific indicators in the Balance Scorecard.
  • Ensure that technical guidance and resources are available for the development of the Shelter programme’s implementation, monitoring and learning.
  • Develop proposals, project reviews and modifications, including budgets.
  • Consolidate and develop internal and external reports and other materials.
  • Take the lead on quality monitoring of project deliverables and reporting. 
  • Ensure workplans and spending plans are developed, updated and monitored by supporting Project Coordinators, Managers and Area Managers
  • Lead on conducting needs assessments (in collaboration with Area Program teams, Protection team and M&E team), baseline, mid-and end-evaluations.
  • Provide inputs and participate in needs assessments including risks and needs in thematic areas including energy, environment, and age-gender-diversity perspective, and adapt programme response accordingly.
  • Participate in relevant humanitarian coordination meetings in country.
  • Actively promote and operationalize synergies between Shelter and other NRC programmes
  • Contribute to implementation of Safe and Inclusive Programming Minimum Standards across your area of work.
  • Oversee and be responsible for Safe and Inclusive Programming (mainstreaming protection, gender, age and diversity) guidelines in the NRC Shelter activities as per NRC’s SIP guidelines and ensure that all breaches/concerns reported are properly resolved.
  • Develop programmatic thematic areas such as Energy, Environment, as well as Age, Gender and Diversity (AGD).
  • Ensure capacity building of project staff, and provide technical direction and project implementation support to Area Managers, Project Managers and Project Coordinators in the field.

What you will bring:

  • University degree or higher education relevant to the assignment. 
  • Minimum 4 years’ experience within technical expertise area in a humanitarian/ recovery context.
  • Experience of working in complex and volatile contexts. Knowledge of Palestine context and response is an asset. 
  • Proven expertise in shelter related issues in temporary settings and urban areas. 
  • Previous experience in developing and following up shelter program strategies. 
  • Experience with Program/program start-up, exit or similar strategies. 
  • Prior experience and proven capability in training and capacity development 
  • Proven skills and experience in report and proposal writing
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Ability to prioritize needs and carry out multiple tasks simultaneously. 
  • Fluency in English, both written and verbal. Knowledge of Arabic language is an asset.

What we offer:

  • Duty station: Jerusalem.
  • Contract: 12 months (Renewal is subject to performance and funds availability)
  • Travel: 50%, (within the West Bank, Gaza and the region) 
  • Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions
