Site Engineer
CHF International is implementing a five-year, Local government and Infrastructure (LGI) program in the West Bank with funding from the United States Agency for International development (USAID). The overall goal of the Local Government and Infrastructure Program (LGI) is to promote an enabling environment for good local governance and provide the basic infrastructure necessary for sustainable improvements in the quality of life for Palestinians in the West Bank to support the implementation of this program, CHF International and partners are seeking qualified candidate to assume the following position on a temporary contract basis,
Site Engineer
Location: Ramallah, West Bank
Duration: 3 Months, possible extension for additional 3 Months
Responsibilities:
The Site Engineer will be assigned to work on project sites and will be responsible for the day to day construction activities depending on specific project needs.
He will be responsible for ensuring the quality of the work, site safety and compliance with all rules and regulations.
The Site Engineer will work closely with the Projects Engineer in all stages of the project cycle, assisting in pre-bid meetings, addressing bidders’ questions, and documenting pre-bid, site possession, and construction meetings.
The Site Engineer will support each project contractor’s and community partners’ site engineers directly on technical and logistic issues and will train them on the construction forms used by CHF. During daily field visits, the Site Engineer monitors the safety standards and the safety plan with which the Contractor should comply.
In addition, the Site Engineer approves the environmental standards of the Contractor’s work in order to ensure against negative impacts on the surrounding environment.
Will ensure the compliance of the Contractor with the project site safety plan and the general working environment on site
Assure conducive work environment and general tidiness and safety of work site with Contractor
Follow CHF systems and procedures, assuring completion of forms and necessary submittals as required and in a timely manner.
The Site Engineer approves the Implementation Plan/Timeline and ensures that the Contactor is following it, making necessary adjustments to the schedule if the Contractor is behind schedule, particularly if a critical activity is delayed.
The Site Engineer checks and confirms the daily reports submitted from the Contractor.
Ultimately, The Site Engineer will be responsible for reporting and documentation of all daily work and communicating his projects engineer for any issue that might arise.
The Site Engineer will assist the Projects Engineer in ensuring the timely and quality completion of the portfolio of projects being implemented,
Site Engineer shall check, verify and approve contractor’s measurement’s sheet for all completed items during project implementation cycle,
Site Engineer will work closely with the partner engineer, but he has the full responsibility in coordination with his supervisor in regards to the implementation and administration of the contract.
Key qualifications:
Bachelor’s degree in civil engineering, a minimum of five years of experience working in site supervision for buildings and/or other infrastructure projects; prior experience working with USAID or other international donor-funded infrastructure projects, preferred; reporting writing skills in English and Arabic, preferred; demonstrated ability to work collaboratively with Local Authorities, community members and groups during different project phases. Awareness of community participation approaches in planning, implementation and monitoring, preferred; computer skills in MS office, AutoCAD, MS Project and/or Primavera; specialized technical expertise (water/sanitation, roads, electricity, etc) as required for specific projects; ability to work under pressure and willingness to work in various localities in region assigned; and registered with the
Engineers Association and has a valid driving license
