DAI is seeking highly qualified candidates for the following position:

Site Engineers (2 Positions)

Project: The USAID West Bank/ Gaza Technical and Vocational Education and Training (TVET) Activity or Forsah TVET Activity

Expected Start Date: ASAP

Level of Effort: Full-time

Location: 2 Positions (1 covering Ramallah& Nablus, 1 covering Bethlehem& Hebron, with 1 of the positions covering East Jerusalem)

Project Overview

The USAID West Bank/ Gaza Technical and Vocational Education and Training (TVET) Activity or Forsah TVET Activity is intended to build the capacities of TVET institutions in order to meet labor market demands and provide Palestinians with meaningful, well-paying employment and income generating opportunities. TVET Forsah will support the development of new technical trainings and improve the quality and relevancy of existing technical programs, with a particular focus on improving youth access. These programs will help Palestinians become more employable and find employment opportunities, or start their own business, in increasingly in-demand technical sectors. The activity will focus on three main areas: IR 1: TVET institutions’ capacity to respond to the needs of the private sector enhanced; IR 2: Partnerships between the TVET institutions and the private sector firms in specific sectors created; and IR 3: Enrollment in TVET programs increased.

Purpose

The Site Engineers will oversee the implementation of infrastructure enhancements, rehabilitation and renovation works of TVET institutions. These positions will report to the Infrastructure Manager and will work closely with selected Architecture and Engineering (A/E) firms to manage and supervise construction contractors during implementation, to ensure activities are completed in the highest quality, within the expected timeframe, whilst conforming with health & safety and environmental standards.

Key Duties and Responsibilities

Under the supervision of the Infrastructure Manager, the Site Engineer is required to perform the following specific duties and responsibilities ensuring their effectiveness, transparency and integrity:

  • Responsible for day-to-day coordination with the Architecture and Engineering (A/E) Firm& contractor according to the needs and requirements on site.
  • Verify and approve all contractor’s pre-construction submittals.
  • Inspect and report on contractor’s works in progress, ensuring that the contractor meets the high-quality standards.
  • Provide assistance in developing inspection and test plans and update them regularly with the A/E firms and contractor.
  • Verify and approve contractor’s set out and works, including compliance with Contract Specifications, Drawings and BoQs, and ensure that contractor comply with his work plans to complete work within specified timeframe.
  • Provide support and guidance to the contractor and assist the A/E firm in resolving site problems as necessary and in coordination with the Infrastructure Manager.
  • Supervise contractors work on site on a daily basis alongside the A/E firm including monitoring work progress, identifying the existing problems and providing appropriate technical solutions through application of sound engineering standards in consultation with the Infrastructure Manager.
  • Verify and approve of weekly progress reports on construction activities according to the agreed timeframe.
  • Evaluate and assess the works schedule, including the comparison with the schedule baseline, and report to the Infrastructure Manager accordingly.
  • Check all laboratory reports, and keep records and reports to the Infrastructure Manager accordingly.
  • Review material submissions and follow up on the different material testing.
  • Review any items of the contractor’s design, material approval, and mechanical/ electrical equipment approvals.
  • Verify and approve contractor’s shop drawings during the implementation phase.
  • Assess the work activities of the contractor, measure completed work and make recommendations to the Infrastructure Manager for progress payments to the contractor.
  • Check, verify and approve quantities and measurement sheets, interim payments, and payment requests submitted by the contractor(s), and submit detailed reports to the Infrastructure Manager.
  • Communicate with the A/E firms and contractors regarding any defects found with regards to the quality of the work or materials and equipment incorporated in the project, including those found in performing the required sampling and testing.
  • Facilitate liaising with clients, A/E firm, subcontractors, and other staff.
  • Coordinate with the different stakeholders for smooth implementation of the project and participate in regular meetings.
  • Check, verify and recommend approvals to the Infrastructure Manager on all variation orders/ claims submitted by the contactor during the implementation.
  • Ensure health, safety and social and environmental management plans/ systems are implemented on site.
  • Assess and report on the project closing plans, archiving of cost and progress reports and hand over all related reports to the Infrastructure Manager.
  • Review and approve the “As-built” drawings and all related information, prepared by the contractor after rehabilitation/ construction completion in coordination with the Infrastructure Manager.
  • Participate in the committee for final inspection and handover of the construction works and prepare snag-lists for final checking prior to project handover.
  • Maintain detailed documentation of all site engineering activities.
  • Plan and coordinate weekly/ monthly contractor coordination meetings, prepare agenda and minutes of meeting.
  • Ensure full compliance with USAID environmental regulations, as well as the health and safety protocols and regulations
  • Prepare the site to be on top image considering maintaining high quality and health and safety precautions at the site for USAID, IREX, and DAI official site visits.

Qualifications

  • BSc in Civil Engineering.
  • A minimum of five years of professional experience in field supervision and site management.
  • Relevant USAID construction project supervision is a must.
  • Experience in managing inclusive and environmentally friendly small and medium infrastructure projects including design and construction, site supervision, operation and maintenance, standards and handover and warranty.
  • Professional proficiency in English; fluency in Arabic. 
  • Excellent interpersonal skills and an ability to manage a diverse range of professional relationships essential.

Location and Reporting

The Site Engineer will be responsible for multiple sites/ projects. Regular travel to project locations in the West Bank and East Jerusalem is required. The Site Engineer will serve under the supervision of the TVET Chief of Party or his designee and report directly to the Infrastructure Manager. For contractual and administrative matters, the employee shall report to the DAI Palestine Country Director.

Timeframe

One year on a full-time basis, extendable subject to annual satisfactory performance.
