PHC Background:
Since its establishment in 1991, the Palestinian Housing Council (PHC) has been committed to enhancing
housing standards for Palestinian families through sustainable initiatives. The PHC strives to ensure that
Palestinian families have access to adequate, healthy, and affordable housing. During disasters and
conflicts, the PHC actively participates to provide housing and shelter to affected families, either through
temporary accommodations during emergencies or post-disaster reconstruction programs. The PHC is
registered as a non-profit organization under the number (QR\105\SC) by the Palestinian Ministry of
Interior.
The PHC implements its initiatives across various Palestinian governorates through strategic programs,
including:
• Participating in providing accessible financing for housing to medium- and low-income
Palestinian families.
• Participating in upgrading substandard housing units for vulnerable families.
• Conducting urban planning projects.
• Participating in providing temporary shelter and reconstruction programs.
Position Background:
The Palestinian Housing Council (PHC) is seeking a highly motivated and experienced Site Management
Area Officer to join our team working on the management and improvement of displacement sites in Gaza.
The successful candidate will play a key role in coordinating field activities, monitoring the needs of
displaced populations, and ensuring the effective delivery of services through active community
engagement and collaboration with partners. This position is essential to supporting the PHC’s
coordination Hub in Khan Younis and achieving the objectives of the Site Management projects.


MAIN ROLES & RESPONSIBILITIES
1- Field Coordination and Monitoring:
• Coordinate and oversee activities in multiple displacement sites, ensuring smooth
implementation of infrastructure improvements and service delivery.
• Conduct regular site visits to monitor progress, identify challenges, and report on emerging
needs.
• Work closely with site teams to collect accurate data and relay it to the coordination Hub for
analysis and decision-making.
2- Community Engagement and Participation:
• Engage with displaced persons, local committees, and community leaders to foster active
participation in site management activities.
• Support the formation and training of community leadership structures to ensure inclusive
representation, including women and vulnerable groups.
3- Coordination with Partners and Stakeholders:
• Collaborate with relevant sectors (Shelter, WASH, Health, Education, and Protection) to align
activities with SMWG priorities and service standards.
• Facilitate coordination between humanitarian organizations, service providers, to enhance the
efficiency of service delivery and prevent duplication.
4- Data Collection and Reporting:
• Collect, compile, and share data on site conditions, service availability, and gaps with the
coordination Hub and stakeholders.
• Prepare and submit detailed reports, including updates on activities, needs assessments, and
community feedback.
5- Complaint and Feedback Mechanism:
• Support the establishment and operation of two-way communication systems, ensuring
displaced persons can raise concerns and provide feedback on services.
• Address complaints and escalate unresolved issues to the appropriate teams or service
providers.
6- Capacity Building and Training:
• Assist in building the capacity of site management committees through targeted training
programs focused on resource management, conflict resolution, and site governance.
• Promote knowledge sharing and best practices among community leaders and partners.

متطلبات الوظيفة

Qualifications and Experience:

• Bachelor's degree from accreted university in civil, architecture or related field of engineering.
• At least 3 years of experience in humanitarian work, preferably in site management, community
engagement, or coordination roles.
• Proven experience working with displaced populations or in emergency settings.
• Strong knowledge of site management principles and familiarity with SMWG objectives.
• Experience in coordinating with local authorities, NGOs, and community-based organizations.
• Strong interpersonal and communication skills, with the ability to engage effectively with diverse
stakeholders.
• Excellent organizational and problem-solving abilities.
• Ability to work independently and manage multiple tasks under tight deadlines.
• Proficiency in data collection and reporting tools (e.g., Excel, Kobo).
• Fluency in Arabic (required); proficiency in English (preferred).
