What we are looking for:

An experienced Site Management Project Manager to implement Site Management programming in Gaza. The current Site Management programme is a site-based approach to target IDPs living in collective sites. The aim is to shift to an area-based approach as the context develops. 

What you will do:

  • Contribute to the development of Country, Area, and Protection from Violence strategies, initiate and participate in the development of relevant Protection from Violence (Site Management Strategic Response Area) projects.
  • Coordinate and manage Site Management project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Provide technical direction and ensure high quality technical projects.
  • Provide regular progress reports to the Area Manager and the Protection from Violence Specialist.
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  • Responsible for all implementation of Site Management in Gaza area office, with a particular focus on collective site management. This includes being the primary budget holder for all site management grants, procurement planning, recruitments, and other program management tasks. 
  • Develop specific Standard Operating Procedures for and overseeing the implementation of various activities in the IDP sites, including helpdesks, service monitoring and site profiling, relocation of vulnerable families at risk of eviction and plot allocation. This will be in collaboration with the PfV Specialist and Regional Office / Head Office Site Management support.
  • Develop and implement site management support to site management focal points including setting up / supporting site management teams, managing site maintenance initiatives. This includes the mentorship and capacity building of existing and new site management teams. 
  • In close collaboration with the WASH/Shelter team, identify small-scale infrastructural needs in the IDP sites and devise adequate solutions factoring in feedback and input from the site residents to the greater extent possible.
  • Manage site monitoring data collection and conduct initial analysis of this data along with other relevant data and produce reports as needed with a focus on displacement and the collective sites.
  • Represent NRC in humanitarian coordination structures at the area level, collaborating with other organisations and partners to ensure the analysis, monitoring and advocacy initiatives are aligned with broader efforts to prevent violence, displacement and coercion.
  • Line manage project staff and ensure their capacity building and transfer key skills.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

What you will bring:

  • Minimum 3 years’ experience from a management position in a humanitarian/ recovery context.
  • Experience from working in complex and volatile contexts. Knowledge of the context in Gaza is highly preferable.
  • Technical expertise in Protection from Violence.
  • Site Management expertise, preferably in an urban environment.
  • Experience managing a complex Site Management programme including implementation, programme development, fundraising and budget development.
  • Excellent understanding of key technical standards (IASC, protection mainstreaming, IHL, gender and humanitarian principles, Site Management, UDOC, donor markers on gender and disability, etc.) and a demonstrated ability to integrate them into programming.  
  • Understanding of cluster/refugee coordination mechanisms. Experience participating in relevant coordination mechanisms would be an advantage.
  • Experience in close coordination and liaison with local authorities.
  • Experience with start-up, scale-up projects and emergency contexts.
  • Understands rights and protection issues of target populations, experience working in Palestine is an advantage.
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal. Knowledge of Arabic is a plus.

  • Duty station: Gaza, Palestine. 
  • Contract: 6 months (Renewal is subject to performance and funds availability)
  • Travel: 10% (to NRC operating locations)
