PHC Background:
Since its establishment in 1991, the Palestinian Housing Council (PHC) has been committed to enhancing
housing standards for Palestinian families through sustainable initiatives. The PHC strives to ensure that
Palestinian families have access to adequate, healthy, and affordable housing. During disasters and
conflicts, the PHC actively participates to provide housing and shelter to affected families, either through
temporary accommodations during emergencies or post-disaster reconstruction programs. The PHC is
registered as a non-profit organization under the number (QR\105\SC) by the Palestinian Ministry of
Interior.
The PHC implements its initiatives across various Palestinian governorates through strategic programs,
including:
• Participating in providing accessible financing for housing to medium- and low-income
Palestinian families.
• Participating in upgrading substandard housing units for vulnerable families.
• Conducting urban planning projects.
• Participating in providing temporary shelter and reconstruction programs.
Position Background:
The Site Management Team Leader will lead the site management team under the supervision of the
Project Manager to implement the site management projects under the umbrella of the coordination Hub
located in Mawasi Khanyounis area. The position involves managing the SM team to conduct coordination
and database sharing, maintenance & improvements of sites infrastructure (small scale), capacity
buildings and local committees strengthening, following and monitoring activities. The SM Team Leader
will play critical role in establishing and operating the Hub.
MAIN ROLES & RESPONSIBILITIES
1- Managing of the Sites Management team
• Supervise daily operations: Ensure all team members understand their tasks and priorities.
• Set objectives and expectations: Provide clear goals and performance metrics for the team.
• Monitor performance: Regularly assess the progress and productivity of individual team
members.
• Facilitate communication: Ensure smooth information flow within the team and between external
stakeholders.
• Manage schedules and workflows: Assign tasks effectively to balance workloads and meet
deadlines.
2- Partner coordination and service monitoring
• Liaise and coordinate with humanitarian partners and stakeholders working in the sites, on a
day-to-day basis.
• Monitor service provision at site level using agreed tools, including through observation,
conducting assessment, and collecting input from community members. Record and report data
in a timely and accurate manner.
• Timely reporting any gaps and/or duplication in service delivery and advocating through the
appropriate mechanism for achieving agreed minimum standards and service delivery quality.
2- Information Management
• Overseeing data collection for information management activities and information sharing with
partners and stakeholders to improve coordination.
• Conduct and oversee regular data collection, including site mapping and on service availability
and standards in the sites.
• Ensure all reports and data submitted by the Projects team are timely and accurate
• Participate in assessment and data collection exercises as needed
• Ensure information is shared back with partners and communities
3- Planning, Implementing and Reporting
• Support the SMWG Co-Coordinator in devising weekly and long-term workplans for the project
implementation.
• Ensure regular follow-ups on weekly and long-term workplans for the project implementation
• Provide inputs for the elaboration of Procurement plans as requested by Project Manager
• Attending regular staff coordination meetings, leading smaller meetings with enumerators/daily
workers. Support in generation of meeting minutes
• Timely reporting on problems and challenges in the sites to the Project Manager
• Timely reporting on security and safety incidents, including fire, eviction and any other possible
hazard in the site to the Project Manager
• Timely submission of weekly reports, information products and updated databases as requested
by the Project Manager
• Timely submission of internal progress reports (weekly, monthly and ad hoc donor reporting)
4- Others
• Perform any additional task as requested by the Project manager.

Qualifications and Experience:
• Bachelor's degree from accreted university in civil, architecture or related field of engineering
• At least 5 years’ experience in a project implementation position in an NGO for officer or Team
Leader.
• Excellent communication skills; approachable and good listener
• Excellent external representation skills
• Excellent capacity to plan, prioritize, and multitask
• Excellent team-working skills, team management preferred
• Strong problem solving initiative and flexible
• Good written communication skills
• Good computer literacy, including use of smartphones and MS Office (Word and Excel)
• Good English skills, both oral and written
• Knowledge of multi-sectoral humanitarian response, including Protection, WASH, Shelter, and
emergency distribution is required
• Experience in Site Management projects is strongly preferred
