Handicap International (which runs projects under its operating name, Humanity & Inclusion - HI -), is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. OBJECTIVE OF THE POSITION:

Under the supervision of the Project Manager, the Site Management Technical Officer will provide technical expertise to support Humanity & Inclusion's mission of enhancing safety, inclusivity, and functionality of makeshift sites for internally displaced persons. This position will focus on strengthening Site Management Committees (SMCs), empowering at-risk groups, and implementing targeted infrastructure improvements. The Site Management Technical Officer will work closely with stakeholders, community members, and technical teams to ensure high-quality project implementation aligned with global standards.

 Responsibilities:

Mission 1: Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter

  • Provide appropriate technical guidance and support to project managers and/or specialists, and SMCs in alignment with global and internal standards for safe, inclusive site management.
  • Ensure that the project(s) activities are implemented according to internal quality and technical standards and propose adjustments or improvements if necessary.
  • Adapt project documentation as required following global technical norms and standards to reflect technical standards and ensure they meet safety, accessibility, and security requirements.
  • Contribute to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
  • Facilitate effective coordination and collaboration with the technical partners of the project as delegated by PM with a focus on coordination with the WASH cluster and SMWG.
  • Conduct site assessments to evaluate safety, accessibility, and infrastructure needs; develop detailed work plans and bills of quantities.
  • Oversee infrastructure projects within sites, such as pathway installation, drainage solutions, and tent protection, ensuring improvements meet the community's needs and accessibility standards.
  • Propose and supervise research activities related to site management improvements, with a focus on inclusive and accessible practices.
  • Collect, analyze, and report technical data related to site improvements, accessibility audits, and training activities in collaboration with the MEAL team.

Mission 2: Provide technical learning from projects

  • Ensure that the activities implemented comply with international technical norms and standards
  • Adapt the project documentation to international technical norms and standards in site management when necessary
  • Make sure global and field technical specialists get the information they require and collaborate with Technical Divisions when necessary
  • Collect the elements necessary for capitalization or scientific documentation exercises
  • Facilitate the transfer of technical knowledge and good practices to field teams, supporting capacity-building initiatives and technical learning
  • Contribute to technical learning under the responsibility of the specialist or project manager, based on good practice
  • Responsible for technical learning from projects by drawing on lessons learned and good practices
  • Adjust his/her activities to audit recommendations, if applicable
  • in charge of the technical quality and relevance of project activities implemented
  • Appropriate the norms and standards anticipate and prepare for nexus adjustments
  • Contribute to the terms of reference for evaluations
  • Implement recommendations for improving the technical quality of projects
  • Ensure the technical quality and relevance of project activities of site management and accessibility and others within his/her scope of expertise
  • Facilitate the transfer of technical knowledge and good practices to field teams, supporting capacity-building initiatives and technical learning

Mission 3: Contribute to the animation of its trade sector

  • Contribute to recruitment and participate in recruitment processes for technical roles in site management by conducting interviews and assessing candidates.
  • Contribute to or lead the necessary technical training in his or her field, Organize and deliver site management and accessibility training for project teams, SMCs, and accessibility focal points with disabilities.
  • Contribute to the skills upgrading plan for professionals in their sector and may be a third-party assessor
  • Can contribute to the development of a local talent pool within its sectoral perimeter (conducts technical interviews of candidates and makes recommendations, identifies training needs and coaching)
  • Help to coordinate technical professional development and facilitate a community of practice, in collaboration with the Technical Division. Run technical training for his/her staff when relevant
  • Contribute to the design and collect operational data to ensure adequate follow-up of the activities or ad-hoc data collection activities, and ensure appropriate measurement of project achievement in his area of expertise
  • Ensure that the data process is set and realized in compliance with the rules and principles set by the IM/MEAL and by technical guidance of the sector of his expertise

Mission 4: Contributes to ensuring HI's technical influence within its perimeter

  • Contribute to the influence of HI's expertise: can represent HI's technical expertise in relevant local networks and with local partners, and actively participate in discussions on safe, inclusive site management.
  • If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the specialist or the project leader
  • Contribute to HI’s external influence by participating in relevant networks
  • Relay and contribute to advocacy messages under her/his scope
  • Draft new project contents for the continuity or expansion of the project under his or her technical scope
  • Contribute to the drafting of new proposals for new opportunities under his / her technical scope or project extensions focused on-site management and accessibility improvements.

Mission 5: Emergency Preparedness and Response Responsibilities

  • Contribute to the support or to the implementation of the program(s) emergency preparedness actions and, during an emergency, adapt his/her work modality to contribute to HI’s effective humanitarian response.
  • Modify work practices to adapt to emergencies, ensuring that essential site management activities continue during crises

Bachelor’s in civil engineering, Architecture, Urban Planning, or related fields; Master’s preferred.

Credentials in site management, emergency response, or disaster risk reduction.

Formal training in accessibility standards, particularly for persons with disabilities.

Expertise in managing makeshift or temporary shelters, ensuring inclusivity, safety, and functionality.

Knowledge of accessibility standards and ability to conduct site assessments to develop work plans and improvements.

Skilled in mobilizing communities and implementing cash-for-work models for project ownership and sustainability.

Understanding of emergency response measures and the ability to adjust site practices in crisis situations.

Excellent interpersonal skills to work with diverse stakeholders, including beneficiaries, local organizations, and team members.

Ability to troubleshoot challenges, adapt to changing conditions, and implement solutions in high-pressure situations.

Inclusivity and Protection: Commitment to inclusive practices and promoting accessibility, ensuring interventions are respectful and responsive to diverse community needs.

Capacity to manage stress, work under challenging conditions, and support others in high-stress environments.

Experience working within the disability sector, with an understanding of inclusive practices and the unique needs of individuals with disabilities in humanitarian settings.

Demonstrated dedication to humanitarian principles, with a focus on inclusive, accessible services and protection policies.
