I-Background on ACTED
ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory in May 2007, through food security interventions in the West Bank and then in Gaza. ACTED is currently implementing projects funded among others by ECHO, OCHA, EU Member States and EuropeAid, which aim to protect vulnerable households in the West Bank and Gaza and to strengthen civil society actors across the occupied Palestinian territory.
II-Country Profile
In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of cooperatives in rural areas, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank and Gaza. ACTED currently seeks a SMWG Support Officer for its operations in Gaza.

III-Responsibilities
Partner coordination and service monitoring
- Liaise and coordinate with humanitarian partners and stakeholders working in the sites, on a day-to-day basis.
- Liaise and coordinate with local authorities, as required.
- Monitor service provision at site level using agreed tools, including through observation, conducting assessment, and collecting input from community members. Record and report data in a timely and accurate manner.
- Timely reporting any gaps and/or duplication in service delivery and advocating through the appropriate mechanism for achieving agreed minimum standards and service delivery quality
Information Management
- Overseeing data collection for information management activities and information sharing with partners and stakeholders to improve coordination
- Conduct and oversee regular data collection, including site mapping and on service availability and standards in the sites
- Ensure all reports and data submitted by the Site Management team are timely and accurate
- Participate in assessment and data collection exercises as needed
- Ensure information is shared back with partners and communities
Protection mainstreaming
- Consider gender, protection, and GBV concerns in all aspects of activities
- Promote and adhere to ACTED’s Prevention of Sexual Exploitation and Abuse policy
- Promote participation and representation of women, youth, people with specific needs, and marginalised groups in all site management and partner activities
- Support vulnerable persons including through referral to protection partners, and support vulnerable persons at specific events (e.g., distributions, registration)
- Ensure confidentiality is respected in all activities
Planning, Implementing and Reporting
- Support the SMWG Co-Coordinator in devising weekly and long-term workplans for the project implementation
- Ensure regular follow-ups on weekly and long-term workplans for the project implementation
- Provide inputs for the elaboration of Procurement plans as requested by line manager
- Attending regular staff coordination meetings, leading smaller meetings with enumerators/daily workers. Support in generation of meeting minutes
- Timely reporting on problems and challenges in the sites to the line manager
- Timely reporting on security and safety incidents, including fire, eviction and any other possible hazard in the site to the Site Focal point/Manager and to the line manager
- Timely submission of weekly reports, information products and updated databases as requested by the line manager
- Timely submission of internal progress reports (weekly, monthly and ad hoc donor reporting)
HR
- Line management of enumerators/ daily workers
- Devise daily and weekly workplans for enumerators, with the support of the SMWG Co-coordinator
- Timely reporting of problems and challenges in the sites to line manager
- Timely reporting of security and safety incidents or risks to line manager and security focal point
Logistics
- Share accurate and precise request for in-kind assistance to be procured or distributed from the stock, based on the needs identified on the ground, with line manager
- Confirm quality of material selection if and when applicable
- Ensure a proper management and use of the project assets and stocks
Transparency and Compliance
- Ensuring compliance to ACTED internal procedures and donor procedures
- Accurate record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases etc., in soft and hard copy
Others
- Provide translation of various documents (e.g. reports, minutes, beneficiary lists, information signs) upon request of the line manager
- Perform any additional task as requested by the line manager.

V-Qualifications:
- At least 2 years’ experience in a project implementation position in an NGO for Officer, at least 3 years’ experience in a project implementation position in an NGO for Senior Officer
- Bachelor degree in a relevant field
- Excellent communication skills; approachable and good listener
- Excellent external representation skills
- Excellent capacity to plan, prioritize, and multitask
- Excellent team-working skills, team management preferred
- Strong problem solving initiative and flexible
- Good written communication skills
- Good computer literacy, including use of smartphones and MS Office (Word and Excel)
- Good English skills, both oral and written
- Knowledge of multi-sectoral humanitarian response, including Protection, WASH, Shelter, and emergency distribution is required
- Experience in CCCM programming is strongly preferred
