Social Behavior Communications Campaign & Outreach Specialis
AMIDEAST, an international non-profit education organization in the West Bank and Gaza, and its implementing partner RTI International, are seeking qualified applications for a Social Behavior Communications Campaign And Outreach Specialist on USAID-funded West Bank Early Grade Reading Activity. This activity will work closely with and support the Palestinian Ministry of Education and Higher Education (MOEHE) to enhance learning outcomes for Palestinian children at the primary level by improving Arabic reading instruction, and policies and practices at the government, community and school levels. Position is based in Ramallah.
SOCIAL BEHAVIOR COMMUNICATIONS CAMPAIGN AND OUTREACH SPECIALIST
The Social Behavior Communications Campaign and Outreach Specialist will contribute to social and behavioral change programming across multiple Early Grade Reading (EGR) initiatives in the West Bank. The successful candidate for this position will have a strong interest in providing technical support to staff and partners involved in the design, implementation and evaluation of interventions that rely on awareness raising to inform, encourage, and guide parents and families to support their children’s participation in EGR activities.
Working closely with project managers, the Specialist will prepare a targeted communications strategy about the importance of early grade reading and writing, the centerpiece of which will be a social behavior communications change campaign (SBCC). The Specialist will have experience developing tools and approaches in different cultural settings and designing appropriate interventions.
In addition to focusing on the SBCC, the Specialist will also play a significant role communicating initiatives through presentations and representation at meetings and conferences, and general contributions toward accomplishment of strategic objectives. The Social Behavior Communications Campaign and Outreach Specialist will report to the Senior Community Engagement Specialist.
ESSENTIAL FUNCTIONS
- Development of a targeted communications strategy about early grade reading and writing and a social behavior communications change campaign;
- Collect data on parents’ and families’ current practices regarding early grade reading;
- Based on data analysis, select messaging themes, modalities, and frequencies intended to increase parents’ understanding of the importance of reading and writing in Modern Standard Arabic (MSA) and motivate them to commit to take concrete actions to assist their children to learn both of these skills;
- Provide parents with clear information and direction about what they can do differently from their current practice to reinforce their children’s progress in reading and writing, including use of home-school reading tools;
- Identify and work with implementing partners, NGOs, CBOs, communities, etc. to produce or adapt aids or promotional materials related to EGR;
- Work with key stakeholders in such strategic activities as policy meetings and technical working groups;
- Contribute to documenting experiences, preparing reports, and presentations;
- Work collaboratively with other project team members to ensure necessary program planning, development, resource availability and management activities function smoothly and efficiently; and
- Contribute to timely and appropriate reporting.
Candidates for consideration for this position must have the following skills and experience:
- Master's degree in education, communications, or other related field + 3 years of relevant experience, or Bachelor’s degree in education, communications, or other related field + 5 years of relevant experience;
- Experience designing, implementing and evaluating SBCC initiatives and interventions, including a focus on youth and/or education;
- Demonstrated expertise in strategic communication principles and practices;
- Demonstrated experience identifying barriers to behavior change and developing effective communications plans that include innovative strategies for addressing them;
- Proven ability to design formative research and evaluations of behavior change initiatives, including the development of data collection instruments and the analysis and utilization of qualitative data;
- Knowledge and experience designing and implementing evidence-based behavior change approaches that incorporate the role of products, social factors and environment in facilitating change;
- Previous experience working with international organizations required; history with USAID-funded initiatives highly desirable;
- Strong communicator, with excellent writing and oral presentation skills;
- A team player with exceptional interpersonal skills;
- Evidence of strategic thinking;
- Fluency in English and Arabic (speaking, writing, reading, and listening); and
- Proven ability to work effectively in multi-cultural teams with a diverse range of technical and administrative staff and consultants
