Second Land Administration Project (LAPII)
The Palestine Liberation Organization for the benefit of the Palestinian Authority has applied for financing from the World Bank toward the cost of the Second Land Administration Project (the Project) and intends to apply part of the proceeds to payments for consultants’ services. The Project will be co-financed by the Government of Finland.
The Project aims to support improvements in the design and implementation of the land registration system. The Palestinian Land Authority (PLA) is the implementing agency for this project. A Project Management Unit (PMU) was established within PLA and will be composed of civil servants and consultants in various fields, to manage the overall implementation of the project. PLA is considering the appointment of qualified Officers for the following positions:

Under the direct supervision of the PMU Project Director and in cooperation with all project stakeholders, the officer will:
-Work closely with Private Firm/ NGO contracted for the public awareness campaign, Facilitate , monitor the public awareness campaign
-Provide specific analysis on the social and economic factors of the effected society in the project area.
-Identifying the groups that need special help and support and reporting the cases to the Project Director.
-Identify more thematic areas (e.g., socialization among women; resolution of grievances) and methods (e.g., distribution of information materials;
community level meetings; posters or video clippings) for developing community participation and awareness building.
-Prepare guidelines and formats for drafting community profiles at the land registration locations (i.e., description of the ground situation) based on discussions with community members.
-Review the community profiles prepared and draft a summary of the issues (e.g., social issues or identify potential “hot spots” during the land registration process) to be addressed by the LAP2/Field Office and disseminate it to everyone within the project.
-Develop and pilot a plan and guidelines for convening and conducting community meetings (information dissemination or socialization sessions) after the first 6 months.
-Prepare /draft more information materials ( in English and in Arabic) for distribution among stakeholders and land owners (at target areas and as part of community outreach).
-Engage in media/communications development work within the Field Office
-Closely coordinate with the Field Office personnel on the implementation/ of PACP activities.
-Prepare a strategy and work plan to continue the public awareness and community participation activities after the completion of the private firm campaign
-Prepare weekly and monthly reports on progress made by community outreach activities.
-Conduct other tasks given by the Project Director
Key Qualifications:
University degree in Social science. Practical experience in Social work, community participation programs, customer surveys and public awareness campaigns. Experience in data collection and information management would be an asset. Experience in working with the Dura NGOs/CBO is an asset. Good communication and reporting skills. Good knowledge of English language.
Reporting Responsibilities, timeframe and contract:
The Social and Public Awareness officer will be based in the PLA Dora field office. He/she will report to the Project Director of the PMU. The duration of the assignment is one year on a full-time basis, extendable to two years.

An individual Consultant shall be selected for each of the above-mentioned posts in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011.
