Social Worker
Handicap International (which runs projects under its operating name, Humanity & Inclusion - HI -), is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. OBJECTIVE OF THE POSITION:
Under the supervision of the Protection Project Manager, with the technical support of the Protection Global Specialist and MHPSS Specialist and in close coordination with the MEAL department, the Social Worker ensures the comprehensive needs of beneficiaries are met within HI quality technical guidelines and frameworks. His/her responsibilities consists in assessing and developing a support plan of the beneficiaries’ individual and household level gaps and needs. The support includes case management and referrals to external essential service providers based on continuously updated service mapping and inter-agency referral pathway, conduct PFA (psychological First Aid) in case of a sudden shock and deliver cash assistance based on the beneficiaries’ protection risks and identified urgent needs.
Responsibilities:
Responsibility 1: Case management and referral pathway’s activities’ implementation
- Among the targeted schools, identify the most vulnerable children and conduct an assessment, both at individual and household level, and develop a case management plan according to the situation based on needs and goals of HI’s intervention according to the prioritized needs and limits of the project design
- Fill approved assessment forms and referral forms as needed
- Referral of cases to relevant essential services and other NGOs, in and out of HI (including specific needs in physical and functional rehabilitation, MHPSS’s individual counselling or group activities), based on child protection identified risks
- Conduct PFA (psychological First Aid) when required and based on the PFA training’s guideline received
- Deliver cash assistance based on the beneficiaries’ protection risks and identified urgent needs part of the action plan and to receive relevant services, including transportation fees, according to the project Standard Operating Procedures (SoP)
- Organize regular case follow-up and update case follow-up form according to documentation guidelines and coordinating with relevant actors’ link to individual needs based on the plan of action
- Link with different stakeholders in the community and participate in relevant coordination meeting in the settlement (in coordination with the project team) when required
- Identify different referral points and processes within the communities
- Contribute to updating the mapping of services and the referral pathway for survivors of violence and children with protection needs. Ensure these information are well known by beneficiaries
- Participate to safety audits of project facilities.
- Conduct an analysis of the protection/safeguarding risks associated with the implementation of the case management activities.
- Assess the specific needs of women, children and children with disabilities.
- Discharge cases according to agreed discharge criteria
- Being timely and able to promptly respond to the most urgent cases
- Advocate for beneficiaries’ wellbeing internally and externally when relevant
Responsibility 2: Participate in data collection, reporting and other MEAL activities
- Maintain complete data for each person, including detailed descriptions of services provided and evolution of the case; ensuring that all case files, and other records, strictly comply with SoPs and guidelines.
- Ensure confidentiality and respect all guidelines and documentation within the project.
- Responsible for archiving case records and files with guidance from the technical unit and MEAL team.
- Produce weekly activity reports and contribute to the development of project reports using HI templates, reporting any specific problem that jeopardize the activities and suggest solutions.
- Prepare and submit monthly case report to the Project Manager
- Participate in project review workshops
Responsibility 3: Coordination with HI teams and external actors
Internal coordination
- Ensure people in need of services receive appropriate multidisciplinary support
- Work in close collaboration with the Project Supervisor, Specialists and other members of the team so that beneficiary cases are managed effectively
- Work in close collaboration with volunteers, ensuring quality of service
- Develop daily, weekly, and monthly field activity plans
- Participate in the weekly or monthly HI activity planning meetings.
External coordination and networking
- Develop and constantly review mapping to identify relevant services
- Identify and network with external service providers to reinforce referral mechanisms
- Support the Project Manager in continuous mapping of services available in HI’s areas of intervention and evaluating services referred to ensure that they are effective
- Apply HI internal tools for mapping exercise, providing timely data to be delivered to the office
- Establish and maintain positive and efficient relations with target beneficiaries, school and community members, and all the other actors operating in the areas of intervention.
- Participate in protection and/or coordination meetings with other stakeholders upon request of the Project Manager.

- Demonstrate willingness to improve technical and professional knowledge

- Ensure compliance with HI values, MHPSS/ Protection technical standards and Code of Conduct;
- Ensure PSEA and Child Safeguarding standards are upheld.

- Respect beneficiary confidentiality and point of view
- Respect and promote HI’s Policies and report to your line manager any non-respect of HI’s policies among the teams or other actors
- Report any incident or act that causes any harm to beneficiary or to others
Security
- Follow all HI security rules in place, including movement tracking
- Inform the line manager and/or Area Manager of any security issue faced on the field

Essential:
- University degree in social work, social studies, public health, or other related topics.
- Minimum 2 years providing direct support to children (case management, PSS support, teaching etc.).
- Experience in supporting the emotional wellbeing of children and adults during crises.
- Computer knowledge (MS office package- including Excel);
- Experience working in protection sector, particularly in case management.
- Able to work in challenging conditions.
- Experience working within a team.
- Rigorous and organized.

- Good communication, interpersonal and networking skills.
- Strong interest in the fields related to HI mandate.
- Promote gender equality.
Preferable
- Experience working with International Non-governmental organizations.

- Experience working in humanitarian settings;

- Experience in the fields of disability, inclusion, access to services, and social development.
- English written and oral communication skills.
PROFESSIONAL STANDARDS:
HI workers must adhere to the values and principles outlined in HI Code of conduct. In accordance with these values, HI operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti-fraud, bribery, and corruption.
Initial contract will be for a period up to 12 months, to be extendable based on the availability of funds.
