UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women’s triple mandate, along with its global network and deep policy and programming expertise, continues to endow the Entity with a unique capacity to: (i) support Member States to strengthen global norms and standards for gender equality and women’s empowerment, and mainstream gender perspectives in other thematic areas; (ii) promote coordination and coherence across the UN system to enhance accountability and results for gender equality and women’s empowerment; and (iii) undertake operational activities to support Member States, upon their request, in translating global norms and standards into legislation, policies and strategies at country level.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). In line with the national priorities, the work of UN Women for the period 2023-2025 is aligned with three of the Palestine United Nations Sustainable Development Cooperation Framework’s (UNSDCF) outcomes:

  • Palestinians have greater access to economic opportunities that are inclusive, resilient, and sustainable, including decent employment and livelihoods opportunities in an empowered private sector.
  • Palestinians, including the most vulnerable, have equal access to sustainable, inclusive, gender responsive and quality social services, social protection, and affordable utilities.
  • Palestinian governance institutions, processes, and mechanisms at all levels are more democratic, rights-based, inclusive, and accountable.

Its three-year Strategic Note supports the efforts to achieve measurable results in country in terms of four UN Women global Strategic Plan impacts (2022-2025): (SP Impact 1). Governance and participation in public life; (SP Impact 2). Women’s Economic Empowerment; (SP Impact 3). Ending Violence Against Women and Girls and; SP Impact 4. Women peace and security, Humanitarian & Disaster Risk Reduction.

In 2022 the Palestinian Council of Ministers approved the updated version of the national referral system for women survivor of violence. The updated version included new and effective sectors in the protection system, which are the Sharia judiciary, public prosecution, regular judiciary, military judiciary, governates’ affairs, Ministry of Women’s Affairs, in addition to promoting the role of the social sector.

The Ministry of Social Development is responsible for the protection and empowerment of women survivor of violence; MoSD is determined to provide the best social, clinical psychological and legal services for women as well as guaranteeing protection and reintegration and empowerment of these women socially, economically, academically and legally to be able to play their role as productive members of the society.

Hence, under the Haya joint programme in collaboration with the Ministry of Social Development, UN Women is seeking to hire a social worker on full-time basis to support MOSD.

The main objective of the assignment is to provide social work support for women who are admitted at Beitunia shelter in close coordination with MOSD.

Under the overall guidance of UN Women Special Representative and the direct supervision of the UN Women HAYA Project Manager in coordination with MoSD, the national consultant is expected to do the following:

  • Initial reception of the case and opening a file for each case (beneficiary).
  • Collecting all needed data relevant to the beneficiary, her rehabilitation history and her problem, in coordination with the Directorate of Social Development and other partners in the beneficiary’s residential area.
  • Enhancing the beneficiary’s feeling of safety and protection inside the shelter.
  • Conducting diagnosis of the case and her family that includes economic, social psychological, cultural, health and legal dimensions.
  • Supporting the beneficiary in adapting in the shelter.
  • Developing an intervention plan that includes all health, psychosocial, legal and counselling aspects.
  • Integrating the beneficiary in any needed academic, rehabilitation or cultural program.
  • Providing individual and group psychosocial support through treatment and awareness sessions.
  • Enhancing the capacity of the beneficiary and empowering her to be able to reintegrate with family and society after solving her problem and ending the threat.
  • Evaluating the intervention plan of the beneficiary on a regular basis based on the beneficiary’s skills and the updated status of her condition, her family and the change of risk’s level.
  • Conducting an evaluation session and submitting a final report for the shelter’s management and the relevant directorate as well as the organization who referred the case.
  • Coordinating with the directorate of social development in the residential area to implement the follow up plan in the future.
  • Working as per shift systems when needed.
  • Preparing and submitting regular reports.

Deliverables

  • The consultant is expected to work full-time under the direct supervision of UN Women Haya Programme manager and the Director of Beitunia Shelter in coordination with MoSD.
  • The consultant will submit monthly progress reports approved by MOSD with key outlined deliverables as in the workplan (12 monthly reports covering between November 2023-October 2024) and with all related annexes.

Qualifications

Education: At least a BA in social work or social science or any other related field.

Experience

  • At least 3 years previous practical experience in relevant social work.
  • At least 3 years knowledge and experience of relevant field related to gender-based violence and mechanism of dealing with women survivors of violence.

Language Requirements

Fluency in Arabic and professional knowledge of English.

Evaluation of applicants

Candidates will be evaluated using a technical analysis method taking into consideration the combination of the applicants’ qualifications mentioned above, writing sample and interview. Only candidates obtaining a minimum of 50/70 in desk review will be invited for technical Interview.

The passing score of the technical evaluation including the interviews is a minimum score of 70/100.

Technical Evaluation (100%) – max. 100 points.

    • At least 3 years previous practical experience in relevant social work. (max 25 points)
    • Knowledge of relevant field related to gender-based violence and mechanism of dealing with women survivors of violence. (max 25 points)
