Activity name, description and number: Own Source Revenue (OSR) in the Occupied Palestinian Territories

Background of the SDLG Palestine programme: 

Palestinian municipalities suffer from the lack of reliable property information and data management capacities, which hinders the improvement of municipal service provision. The lack of sustainable funding (cost recovery) and incomplete data are symptoms of an incomplete tax database on the municipal level. To address this, the main objective of the SDLG programme – Own Source Revenue is that Palestinian local governments are able to improve their services in a financially sustainable way.

Aim of this assignment: 

The aim of this assignment is to contract a part-time software developer to design and create the needed applications and software solutions tailored for municipalities. The scope includes mainly developing a municipal GIS web application that meets the most important functions and features, in addition to addressing diverse needs and challenges faced by municipalities, and the selected candidate will be tasked with identifying and implementing effective models to solve potential issues that may arise during the development process. The overarching goal is to enhance the technological capabilities of municipalities through innovative software solutions and problem-solving approaches

Specific Tasks:

In realization of the objective of the assignment, the software developer shall perform the following tasks:

  • Participate in designing the data model.
  • Develop, test, debug, and maintain a custom web-based GIS application, tools, and supporting web services.
  • Adopt an agile development process to develop software, collaborating with stakeholders to refine the products.
  • Participate in developing an easy-to-use mobile data collection application.
  • Work collaboratively with team members to identify creative and innovative solutions to problems.
  • Provide technical expertise to support daily work operations.
  • Create and maintain system-related documentation.
  • Deliver technical training to the municipality’s programmers/software developers on the developed portal/system.
  • Develop a user manual for the developed portal/system.
  • Working with the team to design and build a data exchange mechanism between the municipalities and the related parties

In addition to the aforementioned activities, the Software Developer shall submit a monthly timesheet indicating the working days to the Operations manager.

Routing of the reporting occurs according to the following guidelines:

  1. He/ she will work in close collaboration with the resident program officer and VNGi experts in the Hague to ensure alignment of the activities.
  2. The developer will not report directly to the beneficiary (the pilot municipalities).

The Software Developer should have the following minimum qualifications:

Skills:

  • Proficiency in programming languages commonly used in GIS development, such as Python, JavaScript, Java, C#, or others depending on the software and tools being utilized.
  • Complex problem-solving skills.
  • Ability to learn new technology.
  • Understanding of workflow-enabled systems.
  • Excellent communication skills.
  • Experience in designing, coding, testing, deploying, and maintaining computer applications.
  • Ability to effectively communicate thoughts and ideas.  
  • Efficient time management.
  • Strong team player with the ability to adapt to diverse team members and willing to be part of an international team.
  • Excellent verbal and written communication skills with also a good understanding of the English language (speak, read, and write).

Experience:

  • Bachelor’s Degree in Computer systems engineering, Computer Science, or a related field.
  • 3-5 years of previous work experience in analysing, designing, and programming.
  • Experience with web development technologies including both frontend and backend such as HTML5, CSS, frameworks (e.g., React, Angular, Vue, or Laravel), and server-side technologies.
  • Knowledge of GIS tools and frameworks, such Leaflet, OpenLayers, GeoServer, and the use of GIS programs like Esri ArcGIS and Quantum GIS (QGIS).
  • Knowledge of Relational Databases, Database management skills, including SQL knowledge and experience with spatial databases like PostgreSQL, PostGIS.
  • Knowledge about web server technologies such as Apache, Nginx, or IIS as well as the knowledge of configuring servers and deployment.
  • API Design, Data Integrations with other systems and implementation
