PREMIERE-URGENCE INTERNATIONALE (PUI)

PUI is an international, non-religious and non-profit French organization intervening in 20 countries worldwide to provide a global response on the fundamental needs to victims of humanitarian crisis from the emergency to the restoration of their autonomy and dignity.

Project Summary:

The food security has been severely affected with more than 20,000 dunums cultivated with vegetables and fruit trees in Gaza Strip at risk of drought according to the Ministry of Agriculture. Small-scale farmers are facing tremendous challenges to irrigate their farmlands and loss of part or all of the production cycle is inevitable. They contracted debts to irrigate their farmlands when it was possible, while others are losing their crops due to severe economic situation.
In this protracted crisis context, innovative solutions such as the use of renewable energy could protect affected farmers from completely losing their production cycle and/or prepare them to cope with future shocks of same nature.
Therefore, PUI plans to support small-scale farmers at household level through the provision of solar energy to operate small agricultural wells and pumping water from water ponds. PUI also plans to assist affected farmers who were affected by draught and lost part or all their crops through conditional cash assistance and provision of agricultural inputs to avoid missing the next planting season in October 2017.

PUI received funds from HPF-OCHA to implement a Food Security project titled: “Protect people living in the Access Restricted Areas and surroundings from
protracted protection threats, enhance their resilience and livelihoods and advocate
for their rights to adequate standard of living”.

Consultant: project engineer

Short assignment/services: 3 months

Starting Date: 15st October 2017

Essential consultancy tasks:

-        The Consultant will carry out the complete engineering services related to the PV system installations designs.
-        Prepare BoQs with detailed designs, drawings, and tender documents to upgrade 20 small-scale water wells and water ponds to operate utilizing PV systems energy.
-        Organize training sessions to the farmer beneficiaries related to operating and maintaining solar system.
-        Conduct field visits and find out other necessary details to meet the specific needs of the installations of PV systems.
-        Follow up, supervise and monitor the contractors during the installation of PV system in close coordination with PUI operation team.
-        Prepare the PV systems operating agreements with farmers’ beneficiaries who will benefit from the PV system installations.
-        Document all project implementation phases in close coordination with PUI operation team
-        Check, test, investigate, and approve/reject contractor/supplier samples in close coordination with PUI operation team.
-        It will be the responsibility of the Consultant to supervise all operations on behalf of the beneficiary and to ensure that the work of the contractor(s) carried out in a proper workmanship and expeditious manner and in accordance with the contract documents.
-        At all stages of implementation, the consultant shall carry out regular inspection of materials and workmanship and acceptance tests to ensure compliance with the specifications. Where work on site at any time during the implementation does not meet the requirements of the specifications, it shall be removed or rectified.

Qualifications:

-      Bachelor degree in Electrical/ mechanical engineering science, or any related field.

     Knowledge and  Experience:

-       University degree in engineering
-      At least 3 years of professional experience in implementing solar PV installations projects notably for humanitarian projects.
-      Familiar with the key characteristics of implementing solar PV installations, including on/off grid-connections, PV panels types, hybrid installations, with /without battery storage, inverters types, cables, switches, mounting structures, etc.
-      Demonstrated ability to transfer knowledge to targeted beneficiaries through training, mentoring and other formal and non-formal methods

     Required skills:

-      Good analytical and problem-solving skills
-      Facilitation skills, negotiation, influencing skills
-      Presentation writing and speaking
-      Strong interpersonal skills and ability to work in teams
-      Ability to work independently

  Language:

-      Fluent in both English and Arabic, highly developed communication and advocacy skills, including the ability to write concisely and clearly English reports.

 

    Computer Skills:

-      He/ She is familiar with Microsoft Office applications, particularly Word, Excel, and PowerPoint applications, and Autodesk applications (AutoCAD).

    Travel Plan

-     The consultant Engineer will be based in Gaza city. However, in undertaking this consultancy, the Project consultant Engineer needs to travel to the field sites in Abassan Al Kabira, and Khuza’a.
