SPARK is a dynamic and growing, international not-for-profit development organisation with 80+ staff members, in more than 14 offices around the world. SPARK supports refugees in the Middle-East by providing them with scholarships in universities and higher education institutions in the region. SPARK also supports young entrepreneurs in fragile states, to start or grow their own businesses.
SPARK is currently executing multiple funded projects in Palestine and is. SPARK is planning to hire a Senior Project Officer under direct supervision of the Palestine Country Manager and the regional team.

Main Tasks and Responsibilities
- Leading partner selection, due diligence, contract signature, report submission and project closure processes for the Programme in Palestine;
- Supporting the partners for the update and forecast of project budgets, target and activities;
- Ensuring that partners’ budgets are used according to the proposed financial plan;
- Compiling and submitting the programme progress reports to the Country Manager;
- Working closely with other SPARK departments (such as regional team, M&E and Finance, Logistics, etc.) to ensure the timely implementation of the project within the limitations of the project budget;
- Sharing the activity plans particularly the events with the Regional Communication team and ensuring that SPARK and back donors are visible;
Monitoring and Evaluation
- Support in developing the projects’ MEL plan
- Review and verify local partner's narrative reports and conducting a thorough verification of results
- Support on writing quarterly and annual progress and narrative reports for the projects
- Ensuring that all project documentation (paper and electronic) is up to date and stored in an effective and confidential way;
- Responsible for recording the latest project developments on our dashboards for monitoring and evaluation of all related tasks and numbers;
- Participation in internal and external office meetings;
- Other tasks, as needed
Business Development:
- Identify potential funding opportunities and contribute to the development of project proposals and concept notes.
- Assist in the preparation and presentation of project proposals to donors and stakeholders.
Requirements and Skills
- BA or MA in a relevant discipline related to international development,
- Substantial professional experience (at least 5 years) related to economic development in developing countries, working with multilateral, bilateral or non-governmental development organisations;
- Substantial professional experience (at least 5 years) related to project implementation;
- Experience or affiliation with jobs and/or entrepreneurship;
- Experience of working with affected populations, especially refugees and displaced populations;
- Demonstrated ability to work effectively in politicized and multi-cultural settings with a wide variety of stakeholders;
- Excellent interpersonal, communication, networking and representation skills;
- Fluency in written and spoken English and Arabic;
- Ability and willingness to travel domestically and internationally.
