Sr. Trade Facilitation Advisor
Chemonics International seeks a Senior Trade Facilitation Advisor for the USAID-funded Trade, Investment, and Finance Activity in the West Bank and Gaza. The project seeks to drive transformative impacts for the Palestinian sector through increased trade and exports and position the Palestinian economy for growth. The Senior Trade Facilitiation Advisor will be responsible for supervising trade and logistics and identifying opportunities to ease trade facilitation under program activities. The Senior Trade Facilitiation Advisor must have at least three years of experience working on donor-funded projects in the West Bank and Gaza and/or the wider region. Candidate should have proficient English skills and be well-versed in issues related to economic resiliency and stability, new market opportunities, supply chain logistics, local and foreign direct investments, and inclusive access to finance. This position will be based in Ramallah. We are looking for dynamic individuals with a passion for making a difference in the lives of people around the world.
Responsibilities:
- Explore opportunities to ease trade facilitation, reduce time and cost and improve quality and efficiency in response to impediments identified by SMEs. Solutions may include logistics service hub, improved bonded warehouse services, streamlined processes and procedures to minimize delays and import and export procedures.
- Introduce, apply, and scale technology driven solutions to automate and streamline custom clearance processes.
- Establish or strengthen digital platforms and their interoperability for trade-related transactions to facilitate interactions between stakeholders.
- Identify construction needs or rehabilitation of trade and transport-related infrastructure, including crossing point infrastructure that ease movement and access of goods and people in and out of the WBG. Coordinate with the USAID Missions’ engineering and construction activities, through the COR, to support the construction of the identified infrastructure needs, as appropriate.
- In collaboration with Objective 1 team and the GEYSI specialist, identify and engage with women business associations to advocate for changes in laws and policies that constrain potential women traders and increase women entrepreneurs’ access to trade facilitation technology.
- Supervise trade and logistics, movement and access, and supply chain expertise engaged with the project and direct their tasks and deliverables, in consultation with the Objective 1 Lead.
- Liaise with project counterparts, in coordination with the Objective 1 lead, DCOP and COP.

Qualifications:
- Bachelor’s degree in economics, business, trade, finance, or another relevant field is required. An advanced degree is preferred
- At least five years of experience in trade facilitation, trade policy, or supply chain logistics
- Demonstrated understanding of international trade standards
- Experience utilizing E-commerce and digital platforms
- Demonstrated experience advancing equitable, inclusive, and accessible programming that engages a diverse range of stakeholders is required
- Regional development experience in the Middle East and North, specifically in the West Bank and Gaza, is required
- Understanding of country context and key stakeholders is required
- Demonstrated leadership, versatility, and integrity
- Strong interpersonal, written, and verbal communication and presentation skills in English required. Arabic fluency required.
