Statistician - Vacancy No: VN/WB/124/2011/X
1-FUNCTIONS AND RESPONSIBILITIES:
In accordance with established policy and procedures, the incumbent produces, processes, analyses, interprets and presents data on the social, economic and business performance of the operations, market and clients of the Microfinance Department; produces, consolidates, verifies and maintains timeseries data on the social, economic, business, scrotal, market, and financial data collected for and through the Department’s Loan Management Information System (LMIS) and UNRWA’s Finance Management System (FMS) databases; is responsible for the production and design of the tabulation, charts and graphs used for client reporting, business studies, business plans and feasibility studies, fund-raising proposals, donor reports, quarterly and annual reports; coordinates designs and prepares the standard quality assurance reports to control and manage staff performance management; is responsible for setting up statistical experiments on the LMIS database and providing first pass analysis using multivariate and regression analysis; is responsible for the sampling techniques, technical design, layout and processing of client and business surveys; manages the data processing of surveys through standard statistical software; supervises and trains staff in data entry and data verification; manages the housekeeping and accuracy of the socio-economic and business data collected and maintained in the Programme’s LMIS and ensures that they are coded according to standard classification systems for comparison with statistics produced by national statistical bureaus; performs such other duties as may be assigned.
2-IMPACT OF INCUMBENT’S WORK
A-Importance of decisions and proposals made by the incumbent
Decisions and proposals concerning statistical procedures and methods will affect the accuracy and reliability of the Department’s monitoring and evaluation outputs and data and its credibility among stakeholders.
B-Possible consequences of involuntary errors made by the incumbent
Oversight and errors may affect the veracity and reliability of the social performance information released by the Department, which would have a negative impact on the credibility of the Department and the standing of UNRWA.
3-INDEPENDENCE OF WORK
(A) Application of guidelines
The incumbent works as part of a team working on multiple systems and projects requiring meticulous statistical input. S/he is expected to provide
professional and expert guidance to the work of these varied activities and is expected to understand and gain knowledge of the standards and procedures
adhered to in each activity and add value through his/her expert judgment.
(B) Supervisory control over work of incumbent
Direct supervision and guidance is provided on a day-to-day basis by the Monitoring and Evaluation Officer, although, as part of a broad team-based
management system, the incumbent is expected to work under the guidance of project managers on projects and tasks.
4-MINIMUM QUALIFICATIONS:
(A) Academic and professional qualifications
A university degree in statistics, economics or applied mathematics or a related social and or management science discipline with significant statistical,
quantitative analysis and/or research methods component.
(B) Experience
Four years experience in the application of knowledge acquired in paragraph 8(A) above in an operational, academic or government research context.
(C)Language
Fluency in both spoken and written English and Arabic.
(A)Competencies
-Ability to plan and organize varied work on multiple project activities simultaneously;
-Ability to write coherently, concisely and accurately in English;
-Ability to work cooperatively as part of project and task management teams;
-Committed to producing excellent quantitative and qualitative outputs;
-Meticulous focus on detail and accuracy;
-Proven statistical skills and ability to process statistical data using SPPS or other statistical software;
-Excellent computer knowledge on UNRWA standard software and skills in the use of graphics, charting and mapping software.
5-DESIRABLE QUALIFICATIONS
-Post graduate degree in economics, business administration, social science or other related discipline;
-Experience and/or training in microfinance or banking databases.
6-CONDITIONS OF SERVICE :
UNRWA offers an attractive compensation package including gross monthly salary starting at JD 830.7 (net tax free) plus An allowance of 1000 NIS payable in JD at UNRWA rate as Jerusalem Allowance; plus the Agency also contributes 15% of basic salary as the Agency’s share of Provident Fund.
Other fringe benefits may include dependency allowance for married staff, annual leave, provident fund, health insurance. Initial contract is for 3 years; the first year is considered as probationary period, and the contract is extendable for further periods depending on the performance of the incumbent.
