Terms of Reference – Strategic Planning Consultant


Background

Stars of Hope Society (SHS) was established as an effort to address the needs of women with disability and support them in realizing their rights, and due to the discrimination against women with disability and the lack of organizations that target this issue. Since its foundation in 2006, SHS has been eager to increase awareness about women with disability, their status, reality and needs as an endeavor to promote equality in education, employment and all walks of life.  Furthermore, SHS has been successful at increasing the awareness of women with disabilities on their rights, as well as building their capacities and developing their professional skills to increase their chances on reaching out for equal job opportunities. 

Purpose and Objective

The purpose of this assignment is for a Consultant to conduct background assessments and facilitate the development of a renewed strategic plan for SHS for the 2017-2020 period.

Specific Objectives:

-Synthesis of results and identify strategic opportunities
-Support the Executive Director in designing appropriate metrics using the Theory of Change model and/or an organizational balanced scorecard to best align with identified strategic priorities
-Preparation of a work plan and an appropriate Assessment Framework
-Plan a facilitate a day-long workshop with Board members, staff and others to prioritize strategic directions
-Preparation of a mapping of Donor Priorities and Trends especially for Palestine
-Draft and finalize SHS's strategic plan

Scope and Focus of the Assignment

The scope and focus of the assignment is to provide technical, strategic and facilitation support to enable the renewal of SHS's strategic plan. After an initial document review, the consultant will develop an analysis framework and work plan to guide the assessment.
S/he will conduct a thorough but focused assessment of SHS's strengths and weaknesses, as well as external opportunities and threats, with a view to identifying appropriate strategic options for the 2017-2020 operational period. The assessment will include review of relevant documents, in particular SHS's vision and mission statements, existing strategic plan and key project documents, strategic plans of key partner agencies, donor organizations, and related national and international reports. The consultant will also 1) conduct individual interviews with key informants, and 2) facilitate in-depth focus group/facilitated discussions among SHS members and non-member stakeholders.
The use of participatory processes is expected. Critical reflection by members and stakeholders is integral to this strategic planning initiative. As such, the Consultant will be expected to provide for active and meaningful engagement of SHS members, relevant government representatives and other stakeholders.
It is expected that data will be analyzed using a rigorous and transparent analysis framework, summarized and presented back to SHS to aid in prioritization of strategic directions. A key aspect of the consultancy is preparation for and facilitation of a one-day strategic planning meeting with SHS Board members and staff.
All data and the results of the workshop will be consolidated into a draft and finalized strategic document, including analysis and the presentation of metrics using a Theory of Change model and/or a balanced scorecard approach.

The ideal Consultant will have knowledge of and/or proven expertise in:
-Palestinian Civil Society and the situation of People with Disabilities (especially women with disabilities)
-Participatory approaches in conducting assessments and facilitating strategic planning processes
-Familiarity with the Theory of Change approach and building organizational balanced scorecards
-Strategic planning document preparation

Deliverables

The consultant will provide the following deliverables:
-An Analysis Framework based on these Terms of Reference
-A strategic plan workshop agenda and facilitation plan
-A strategic plan document including:

-Executive summary
-Background
-Internal and External analysis
-Strategic priorities
-Metrics to assess progress made in the attainment of these strategic priorities (using Theory of Change and/or Organizational Balanced Scorecard and/or similar methodology)
-Strategic plan

Budget

A total budget of 6150 Euro (including value added tax) is available for this project. The project must be completed by July 30, 2016. The budget should include travel cost to Gaza (if possible) for meetings

Including the costs of and managing communications and logistics associated with the assessment
-Conducting at least 6 focus groups with WWDs in both WB & Gaza
-3 days strategic plan WS with SHS staff & Board members for preparation of a work plan and an appropriate assessment framework
-Meeting with government representative, partners & other stakeholdersboth in WB & Gaza
