Title: Strategic Consultant for Risk Assessment and Strategic Planning for International Medical Corps (IMC) in Gaza and the West Bank.

Introduction:

International Medical Corps (IMC) is seeking the services of a highly skilled and experienced strategic consultant to conduct a comprehensive risk assessment and develop a strategic plan for IMC's operations in Gaza and the West Bank. The objective of this engagement is to identify potential risks, vulnerabilities, and opportunities within the operational contexts of both regions, and to formulate a roadmap for strategic initiatives that will enhance IMC's effectiveness in addressing the humanitarian crises.

Background:

Gaza and the West Bank face ongoing political tensions and humanitarian challenges. The population in both regions is in need of critical support due to economic decline, poverty, unemployment, food insecurity, limited access to healthcare, and other core drivers of humanitarian needs. IMC is actively working in Gaza and plans to expand its operations in the West Bank.

 

Scope of Work:

The strategic consultant shall review IMC Strategic Planning HQ guidance, past documents and contribute effectively and collaboratively to the following areas:

1.Risk Assessment:

  • Conduct meetings with IMC key management staff and other stakeholders including health clusters and other health key actors as needed and collect their inputs.
  • Collate primary and secondary sources and conduct a desk review to identify potential risks related to IMC operations.
  • Compile and consolidate the inputs from different parties/sources related to Risk Assessment.
  • Conduct a comprehensive analysis of the internal and external factors affecting IMC's operations in Gaza and the potential factors related to expansion in West Bank, considering political, security, economic, and social dimensions.
  • Identify and evaluate potential risks and vulnerabilities faced by IMC, including challenges related to access, security, funding, and coordination in both regions.
  • Update current donor outlook and areas of focus for the principal humanitarian assistance and human development international donors for Palestine.

2.Strategic Planning:

  • Facilitate consultations and interviews with IMC staff, local partners, and relevant stakeholders in Gaza and the possibility of multi-sectoral needs assessment in West Bank.
  • Review country cross-cutting public health issues and policy context using political, economical, social, technological, legal and environmental model (PESTLE Model).
  • Mapping local and international actors and their projects in relevant sectors.
  • Identify all donors in the country and their programmatic and geographic priorities. List the main emergency and development-focused donors that currently or could support IMC’s areas of intervention.
  • Review progress in the past year (Indicator Table with SMART Objectives).

Based on the reviews, interviews and professional experience with Gaza and WB needs, and the risk assessment findings, support IMC oPt in the development of a comprehensive strategic plan that outlines clear goals, objectives, and prioritized initiatives for IMC's future operations in Gaza and the West Bank.

 

Deliverables:

  • Draft Inputs for Three to Five-year country strategy.
  • Review and Update IMC Forward Gaza SWOT,
  • Draft Balanced ScoreCard,
  • Propose Possible Theory of Change/Logframe.
  • Draft Feasible Strategic Priorities.
  • Identify key areas where the country strategy can contribute to addressing climate change, improving nutrition, and enhancing food security with alignment between the country strategy and IMC's global objectives related to climate change, nutrition, and food security.
  • Based on donor plans and priorities as well as the country context, the strategic consultant shall provide a fiscal forecast for the next year as this will allow IMC country leadership to align strategic priorities with staffing/management implications.
  • Prepare and finalize the risk assessment and management plan as per IMC templates for in-country leadership review and approval.

Qualifications and Expertise:

The strategic consultant should possess the following qualifications:

  • Demonstrated experience in conducting risk assessments and strategic planning for organizations operating in complex humanitarian contexts, specifically in the Gaza and West Bank regions.
  • Strong knowledge of the political, security, and socio-economic dynamics of Gaza and the West Bank.
  • Proven expertise in engaging with diverse stakeholders and conducting consultations to inform strategic decision-making.
  • Excellent analytical skills, with the ability to identify and assess risks, vulnerabilities, and opportunities in both regions.
  • Effective communication and presentation skills to articulate complex concepts and recommendations clearly to senior management and external partners.
  • Previous experience in the healthcare and humanitarian sectors, with knowledge of relevant best practices and approaches.
  • Familiarity with the work of IMC or similar organizations operating in humanitarian crises.

Proposal Submission:

Interested consultants are requested to submit their proposals no later than [June 01st, 2023], including the following:

  • Brief overview of the consultant's background and relevant experience.
  • Proposed methodology/approach for conducting the risk assessment and strategic planning in Gaza and the West Bank.
  • Detailed project plan with milestones and timeline.
  • Financial proposal, including fees and estimated expenses.
  • References from previous clients.

Selection Criteria:

The consultant must demonstrate professional effective fluency in English and Arabic. S/he will be selected based on the following criteria:

  • Experience and expertise in risk assessment and strategic planning in complex humanitarian contexts, specifically in Gaza and the West Bank.
  • Understanding of the political, security, and socio-economic dynamics in both regions.
  • Proposed methodology and approach.
  • Cost-effectiveness of the proposal.
  • References and track record.

  • The successful Consultant will sign all donor required documents.
  • The successful Consultant is required to submit a tax clearance (خلو طرف ضريبي).
  • The successful Consultant should be able to issue ZERO VAT invoice/Payment request in addition to deduction at source certificate (شهادة خصم مصدر), or a percentage of the final payment will be deducted according to the Palestinian Taxation Department instructions & prevailing laws.
  • IMC reserves the right to reject all applications, and to decide not to pursue this consultancy.
  • IMC is not obliged to contract with the lowest offer when it does not meet the overall value and all other factors considered.
