Strategic Planning Trainer
1-Background
The underlying objective of the project is to provide institutional development and capacity-building to strengthen the State Audit and Administrative Control Bureau (SAACB) of Palestine. The project is working with the Bureau to move towards full INTOSAI compliance, so that SAACB has the capacity to take its place as the core institution of public financial management within the Palestinian National Authority.
2-Description of the Strategic Planning Trainer`s Role
2.1Specific Objectives of the Assignment
The senior expert will provide supervision, training, and assistance in the preparation of a medium-term strategic plan (2016-18) for the SAACB in accordance with the strategic planning path prepared by the INTOSAI
Development Initiative (IDI) and annual plans for 2016 for the six directorates:
1-Action Plan Design
2-Needs Assessment
3-Formulation of the vision, mission and values
4-Identification of strategic issues
5-Identification of the primary and secondary objectives
6-Development of performance indicators
7-The preparation of the implementation matrix
8-The preparation of the operational plans for the six directorates and units
9-The documentation of the strategic plan
10-Monitoring and Evaluation
11-Performance Reporting
The senior expert will work with the Planning and Development Unit within which the Strategic Planning Unit is located. The senior expert will also work with the six directorates of the SAACB.

1-Needs Assessment Report
2-Medium-term Strategic Plan(2016-18)
3-Implementation Matrix
4-Annual Operational Plans for the six directorates and units.
5-A trained team that has the skills and knowledge in strategic planning to follow up.
The trainer will provide the SAACB with training material in line with IDI training methodology which will include Participant Manual, Trainer's Manual, and examples from other SAIs.
4-Expert’s Profile
4.1-Qualifications of the Expert
1-University degree in fields relevant to administration and planning
2-INTOSAI Certification as a training expert in the field of strategic planning
3-Certification as a trainer of trainers
4.2-Experience of the Expert
-Minimum of 10 years of experience in strategic planning or in the regulatory work within the SAIs
-Minimum of 5 years of experience in designing strategic plans according to the IDI methodology
-Minimum of 3years of training experience in the field of strategic planning
-Experience in planning or training of planning within the ARABOSAI is highly desirable
-Fluency in the Arabic language is highly desirable
-Experience in planning in an SAI that follows the Westminster model of public sector auditing
