Subaward Manager
Anera is a Development Assistance and Humanitarian Aid Organization that has been working in the West Bank, Gaza, and Jerusalem since 1968. Anera focuses on agriculture, rural development, water and sanitation, job creation, health, and education. Anera is announcing a vacancy for a Sub Award Manager for a USAID-funded Gaza Health Recovery Activity (GHRA) Program. The position is full-time, based in Ramallah, and requires travel to the West Bank, Gaza, and East Jerusalem.
GHRA Program Description:
The Gaza Health Recovery Activity (GHRA) is a five-year, $50 million project that aims to enhance health outcomes for Gaza residents by restoring non-governmental health services across the Gaza Strip through a phased approach. The Gaza Health Recovery Activity, with USAID funding, will support essential activities to revitalize NGO health sector services. The holistic approach of activities, including clinical services, will be informed by results of rapid needs assessment conducted immediately post-award and through prioritization exercises with USAID/West Bank and Gaza.

Basic Functions and Responsibilities:
Under the direction of the GHRA Chief of Party (COP), the Sub-Award manager will oversee the entire subawards process, from inception, reviewing proposals, approving applications, and signing subaward agreements, to close-out. Specifically, he/she will lead the analysis of subaward budgets and cost estimates for reasonableness and consistency; set up the financial monitoring of subaward activities; oversee the implementation of subaward agreements, including subaward progress and milestone achievements; and manage the closeout of the subaward agreement.
Specific Functions and Responsibilities:
The Subawards Manager:
- Manages subaward implementation and monitoring of subawards budget, schedule, and performance. This includes troubleshooting subaward implementation challenges, and monitoring all milestone payments, making sure to follow up if they are late and ensuring high quality deliverables are received in a timely manner.
- Oversees the subawards team staff and ensures all tasks are completed on time. This includes overseeing the maintenance of complete and updated subaward files and trackers; the monthly financial projections and tracking of clearance and disbursement rates of subaward activities; and the supporting subaward documentation in compliance with all applicable requirements, procedures, and best practices.
- Ensures subaward implementation follows all USAID and Anera regulations in GHRA’s subawards program, including eligibility checklists, and environmental issues. The subawards manager will ensure that the full subaward process – including solicitations, negotiations, implementation, and disbursements – is in line with USAID rules and regulations, GHRA subaward management policies and procedures, and Anera guidelines. This includes liaising with the office in Washington, D.C., as necessary, and following up as needed regarding subaward policy guidance and interpretation.
- Develops a thorough understanding of USAID and Anera’s policies and regulations with respect to subawards, etc., as well as unique features of the USAID WBG program such as compliance with Mission Order 21. This includes imparting this understanding to all Subaward Team members.
- Performs negotiations of subaward agreements. This may include providing guidance to staff on appropriate subaward mechanisms for funding specific program activities; collaborating with technical team members to develop the subaward's scope of work and deliverables/milestones; ensuring budgets are allocable, allowable, and reasonable; and drafting negotiation memoranda.
- Liaises with awardees during implementation. The subawards manager will ensure compliance and timeliness of subaward implementation, conduct/provide guidance to site visits, gather data for GHRA’s monitoring and evaluation processes, provide guidance to awardees as needed, and review financial reports/payment requests.
- Leads analysis of award budgets and cost estimates for reasonableness and consistency. Especially important is attention to awardee contributions. Another important element is the development of appropriate milestones to ensure effective implementation, USAID policies, and awardee needs.
- Ensures effective knowledge sharing with GHRA staff, real time coordination of information. Outreach to all GHRA staff, through formal planned training sessions or individual guidance to component members or technical staff is an essential job requirement.
- Delivers high quality and timely contributions to USAID reports, deliverables, and RFIs as assigned by the Chief of Party and Deputy Chief of Party. In particular, the subawards manager must develop and have ready to provide information on the number of subawards completed, under review, amounts disbursed, etc.
- Responds to requests from the Chief of Party or the Deputy Chief of Party to assist in any other GHRA related activity.
In addition to these key functions, the successful performance of the subawards manager will also require:
- Developing a thorough knowledge of the Palestinian health sector.
- Demonstrable initiative, creativity, and “out of the box” thinking in job performance. This includes anticipation of problems and issues and expedient resolution.
- Strong interpersonal skills in establishing relationships with GHRA team members, stakeholder firms, regional officials, the private sector, NGOs, etc.
- Commitment to getting the job done and willingness to put in the time required to ensure that all assignments are conducted in a timely fashion.
- Commitment to excellence, reflected in documents without mistakes, carefully documented, and overall of the highest quality.
- High ethical standards.
- Passion, patience, and perseverance in pursuing GHRA objectives.

Qualifications:
- Bachelor’s degree in management, development, business administration, economics, or other relevant field required
- 7 years of professional supervisory experience in subawards/grants management and implementation. Experience working in subaward/grants management on a USAID or other donor-funded project is required;
- Thorough knowledge of USAID rules and regulations related to subaward/grant award and administration;
- Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively;
- Demonstrated successful track record managing subaward/grants programs in high-risk and remote management environments
- Experience reviewing and negotiating budgets, drafting memoranda of negotiation, conducting pre-award responsibility assessments, and tracking spending strongly preferred
- Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established program message
- Ability to anticipate challenges and propose and execute creative solutions
- Fluency in written and oral English is required, knowledge of Arabic desired
