Subcontracts and Procurement Assistant – USAID Non-Revenue Water Management Project (NRWMP)
The USAID NRWMP, implemented by Tetra Tech International Development (International Development Jobs - Tetra Tech) in the West Bank is currently accepting expressions of interest from qualified candidates for a Subcontracts and Procurement Assistant. This position will be located in the main office in Hebron.
The purpose of this project is to improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends. This is a full-time position based in Hebron with regular travel to Dura and Halhul.
The Subcontracts and Procurement Assistant will work under the guidance of the Subcontracts and Procurement Manager. S/he will be responsible with the contractual and administrative implementation for procurement, including soliciting quotes, supporting completion of the selection matrix, collecting documents from suppliers, physical and electronic archiving, coordinating material deliveries, preparing documents for requests for advances and payments.
Responsibilities:
- Work directly with local, regional, or international vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services under procurement and subcontracts
- Assist in preparing subcontracts and purchase orders issued to subcontractors
- Assist in negotiating with local subcontractor administrative and financial requirements, including managing burn rates, invoices, and payments
- Maintain all documents and files (electronic and hardcopy) and ensure files are complete
- Prepare vetting as required under Mission Order 21 for subawards
- Assist in managing the procurement lifecycle, from initiating business cases to contract closure.
- Maintain and routinely update any subcontract or Purchase orders database
- Collaborate with Tetra Tech Home Office to update program policies, procedures, and guidelines regularly.
- Support in drafting and reviewing RFPs/RFQs, conducting bid evaluations, drafting contracts, and reviewing deliverables.
- Assist in negotiating subcontracts to align with project budgets and reduce program risks.
- Oversee supplier execution to ensure alignment with technical, cost, and performance criteria.
- Maintain program documentation and reporting in compliance with USAID, host-country regulations, and Tetra Tech policies.
- Develop and manage a tracker to efficiently monitor all procurement-related commitments.
- Support and assist compliance initiatives related to commodities and procurement processes.

Qualifications:
- Minimum of a bachelor's degree in accounting, public administration, or business administration (or related field) is preferred.
- Minimum of three (3) years working experience, preferably with NGOs &/or other USAID funded projects
- Task and detail-oriented, with the ability to work independently and within a team to meet deadlines.
- Excellent organizational and communications skills and the ability to handle multiple priorities required.
- Determination, commitment, efficiency, creativity, and adaptability required.
- Excellent communication skills as well as: a) proactive problem-solving abilities independently and with teams, b) a strong service orientation, and c) interpersonal skills, self-awareness and emotional intelligence required.
- Fluency in Arabic required and proficiency in English preferred.
